The Norwegian Refugee Council (NRC) is reinforcing its presence in North-East Ukraine and establishes an Area Office based in Kharkiv. The Area Office North - East (AONE) will become a new area office, scaled up from the current Kharkiv Field Office, and will start being operational in the first half of 2026. The Area Programme Manager will take an active part in this scale up.
AONE will cover regions of Kharkiv and Sumy where current Field Office (FO) in Shostka will, in first half of 2026, structurally move to be under new Kharkiv AONE.
The key sectors of intervention covered by the North-East area office will include Shelter, Information Counselling and Legal Assistance (ICLA), Protection from Violence, Education, and emergency response through cash assistance.
The purpose of the Education officer position is to day to day implementation of the Education project within the North-East Area Office, encompassing both hard and soft components of the Education program. The hard component involves overseeing activities such as the light and medium repair of schools and managing the school support cash program. The soft component entails managing activities such as teacher training through the Better Learning Program (BLP), Youth and Catch-up programs, and other initiatives executed directly or in collaboration with local partners.Planned start date is February 2026.Generic responsibilities:

Target beneficiaries most in need of protection and regularly assess innovative and improved ways to assist them.
Collaborate effectively with local authorities, community leaders, and key stakeholders to ensure effective program success and sustainability.
Advocate for the rights of IDPs/returnees through the implementation of the advocacy strategy.
Actively contribute to the development, review, and adaptation of education programs to address emerging needs and trends effectively.
Ensure precise and timely reporting of activities by the team, and coordinate with colleagues to resolve challenges.
Facilitate the integration of cross-cutting specificities, such as gender and protection, into all program activities
Participate in regular team meetings, training, and workshops to enhance professional competencies and ensure effective program quality.
Specific responsibilities:
Develop, update, and implement detailed own work plans, ensuring coherence with NRC’s strategic objectives and operational standards.
Provide guidance and support in the development of School Improvement Plans, ensuring alignment with educational priorities and stakeholder needs.
Conduct comprehensive education needs assessments to identify priorities and gaps at school and community levels, integrating stakeholder input effectively.
Oversee the school rehabilitation process, ensuring close coordination with the Shelter team, providing guidance, quality monitoring, and proper documentation at all stages for effective execution.
Contribute to designing, organising, and delivering teacher training sessions, ensuring the use of contextualised, high-quality materials and effective methodologies.
Facilitate capacity building initiatives for local schools and Departments of Education to enhance their ability to deliver sustainable education solutions.
Implement robust monitoring and evaluation mechanisms to assess project outcomes, ensuring corrective actions and effective continuous improvement.
Ensure cost efficiency, financial accountability, cost effectiveness, and timely procurement processes in collaboration with support teams for effective resource management when incurring project activity costs.
Conduct regular field visits to oversee education activities, provide on-the-ground support, and address operational challenges proactively and effectively.
Support the Education Coordinator to oversee the procurement, distribution, and tracking of training and educational materials, ensuring timely delivery and appropriate utilisation for effective impact.
Generic professional competencies for this position:
Experience working in a humanitarian/recovery context, technical-specific knowledge of the humanitarian sector is an asset.
Previous experience working in complex and volatile contexts, ability to remain calm and professional in tense situations.
Documented technical competencies related to the position’s responsibilities.
Context-related skills, knowledge, and experience:
Minimum 2 years of relevant experience within the field of expertise (Education, social services, including psychosocial support/psychology or other relevant fields).
Technical specific knowledge in conducting training for adults (e.g., Teacher training, Training of trainers, vocational training).
Knowledge of the basics of psychosocial support in education, experience in Psychosocial Support programming in education is an asset.
Knowledge of the education system in Ukraine, experience working with youth through recreation is an asset.
Working knowledge of English both written and verbal.
Fluent in Ukrainian.
