Job Description
THE ORGANIZATIONAL SETTING

The Air Navigation Bureau (ANB) is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the Universal Safety Oversight Audit Programme (USOAP) and Continuous Monitoring Approach that monitors all States on a continuous basis. 

The incumbent reports to the Chief, Safety Management Section, with whom s/he consults on work-related issues and from whom s/he seeks advice and guidance on assignments. The incumbent carries out duties and responsibilities to support the development of Integrated Risk Management policy document and unified framework as well as to provide recommendations related to the sharing and exchange of information. 

 
MAJOR DUTIES AND RESPONSIBILITIES

The incumbent will progress work related to Integrated Risk Management with the support of a group of experts, to achieve the following: 

1.               The development of an Integrated Risk Management Policy Document and Governance Structure. 

2.               Effective stakeholder management through coordination with other relevant groups of experts and other interested stakeholders to ensure work developed achieves global acceptance and implementation 

3.              Development of a unified IRM framework, if feasible: Review existing risk management practices, terminology, policies, and guidance materials. This includes: identification, assessment, monitoring and response mechanisms, and links to resilience, with a focus on promoting a more integrated approach to the management of risks across all domains to manage risks holistically.

4.               Recommendations related to the sharing and exchange of information and intelligence to support timely and effective decision-making in the management of risk.
 

QUALIFICATIONS AND EXPERIENCE

Educational background

Essential:

  • A first level university degree preferably in management, international relations, economics, business administration, political sciences, or related field.
  • Certification in risk management, emergency response, crisis management and communications, business continuity, and disaster recovery.
 
Professional experience and Knowledge

Essential
  • At least eight years of experience risk governance and management, risk evaluation and/or audits, internal controls, and strategic planning.
  • At least eight years in designing and delivering global training, and implementing risk and resilience programmes.
  • At least five years of related experience in the aviation sector.
  • Articulate 365 software and Power Point to create training and procedural modules and slide decks.
  • Knowledge of ISO 31000, ISO 22301, ISO 27001, COSO, JIU ERM benchmarks, and UN’s risk maturity model (RMM).

Desirable

  • Experience within the United Nations (UN) Common System organizations, other inter-governmental organizations or public-sector entities.
  • Experience with an Enterprise Resource Planning (ERP) system such as Quantum learning management system and SharePoint.

Language Skill
 
Essential
  • Fluent reading, writing and speaking abilities in English.
Desirable
  • A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

 
CONDITIONS OF EMPLOYMENT

It should be noted that this post is to be filled on a full-time basis for an initial period of 11 months, with a possibility of an extension. 

Please note that the daily rate for Band C varies from CAD $ 402 to $ 578.
