Education is a fundamental human right. UNICEF is dedicated to making sure that all children can enjoy their right to a quality education, from early learning opportunities that lay the groundwork for success in school, all the way through secondary school.

Over the last 20 years, Nepal has made significant progress in education. The net enrolment rate in primary schools has risen to 97 per cent. However, the country still has many challenges to tackle. Issues that persist in education include poor quality and inequity in access, geographical remoteness, gender, and socioeconomic and ethnic differences. Key barriers to enrolment and attendance include poverty, social exclusion, disability, migration, child labour, social norms and gender bias.

Our education programme is guided by the School Sector Development Plan (SSDP, 2016–2022) and the consolidated equity strategy for the school education sector (2014), which is being implemented by the Ministry of Education. In this country programme (2018-2022), UNICEF will continue to support the SSDP as a joint financing partner, the focal point for the local education development partners group and as a coordination agency for the Global Partnership for Education.

How can you make a difference? 

To ensure that appropriate and pre-qualified experienced professionals with relevant expertise and training are rapidly deployed as individual consultants to support emergency response within Nepal and contribute to programme implementation and delivery of results for children. These experts will support different technical areas of education activities which are outlined below including research, data collection & analysis, EdTech, local level planning and budgeting, community mobilization

The purpose of establishing Consultant’s Roster of experts is to ensure that appropriate and pre-qualified experienced professionals with relevant technical expertise are rapidly deployed as individual consultants to meet programmatic requirements.

  1. Education Policy Advisor (Sector Reform & Governance)

To provide high-level strategic and technical support to the Provincial Ministries Social Development (MoSDs) and Local Government (LG) leadership for effective adaptation, implementation, governance, and monitoring of the School Education Sector Plan (SESP) and sector-wide reforms under the Federal Education System of Nepal.

Specific tasks:

  • Provide policy advisory support to MoSD and Provincial Education Directorates on sector governance and education reform and support development of provincial/local level education policies.
  • Strengthen institutional capacities for intergovernmental coordination, joint monitoring, and decentralized planning.
  • Contribute to technical assistance mapping, policy analysis, and strengthening the sector-wide approach (SWAp).
  • Support strategic planning for education financing, accountability mechanisms, and capacity-building frameworks.

Minimum requirements:

Education:

  • Advanced degree in Education Policy, Public Administration, Social Policy, or related field.

Work Experience:

  • At least 10 years of experience in education sector planning and governance, preferably in federalized systems.
  • Proven track record of advisory roles in complex, multi-stakeholder environments.
  • Experience with sector-wide approaches, joint sector reviews, and policy development

Special Skills/Knowledge Required:

  • Strong understanding of decentralized education systems.
  • Demonstrated strategic thinking and policy influencing skills.
  • Excellent communication and relationship-building skills.

Language Requirements: Excellent Nepali and English writing and speaking skills. Knowledge of regional languages is an asset.

  1. Education Planning and Financing Expert

To provide technical support in education sector planning, budgeting, and financing, ensuring alignment with SESP, GESI-responsive programming, and efficient use of domestic and external resources by Local Governments (LGs) and Provincial bodies.

Specific tasks:

  • Support costed Local Education Plan (LEP) development and appraisal using SESP Calibration Toolkit.
  • Conduct financial simulations to guide education budget allocations at LGs and provinces.
  • Build capacity of LGs and Provincial Education Training Centers (PETC) on public financial management (PFM) for education.
  • Provide technical input for education financing analysis and equity-focused budget tracking.
  • Coordinate with MoEST and development partners on harmonized education financing strategies.

Minimum requirements:

Education:

Master’s degree in public policy, Economics, Finance, Education Planning, or related fields.

Work Experience:

  • Minimum 8 years' experience in public sector planning and budgeting, preferably in education.
  • Knowledge of Nepal’s federal budget structures and grant systems is highly desirable

Special Skills/Knowledge Required:

  • Strong analytical and financial modeling skills.
  • Familiarity with education policy frameworks and PFM systems.

Language Requirements: Excellent Nepali and English writing and speaking skills. Knowledge of regional languages is an asset.

  1. Education Management Information Systems (EMIS) and Data Systems Expert

To strengthen the use of Education Management Information Systems (EMIS) and related data systems to support evidence-based planning, monitoring, and policy dialogue at all levels of government.

Specific tasks:

  • Support improvements and data quality assurance within EMIS and IEMIS frameworks.
  • Assist in establishing data hubs and dashboards at provincial levels.
  • Train provincial- and local level government officers in data interpretation and utilization for decision-making.
  • Contribute to performance monitoring under SESP Programme Result Framework (PRF).

To qualify as an advocate for every child you will have… 

Minimum requirements:

Education:

  • Master’s in data science, Statistics, ICT, Education Research, or relevant field.

Work Experience:

  • At least 7 years’ experience in education data systems, preferably with EMIS platforms

Special Skills/Knowledge Required:

  • Proficiency in data visualization tools and analytics.
  • Experience working with government information systems.

Language Requirements: Excellent Nepali and English writing and speaking skills. Knowledge of regional languages is an asset.

  1. Information Management

To enhance the efficiency and effectiveness of education programming through structured information management, optimization of data workflows, and documentation of key activity outputs and knowledge products.

Specific tasks:

  • Manage information flow between field offices, education section, and partners for real-time situational updates.
  • Maintain shared drive repositories and project knowledge databases.
  • Support the development of internal and external reports, ensuring evidence integrity.
  • Assist in planning and information logistics for sector review events (e.g., MTR, JRM).

Minimum requirements:

Education:

  • Bachelor’s in Information Management, Library Science, IT or related areas. Master’s degree preferred.

Work Experience:

  • Experience in an information management role, preferably in the UN or development sector.
  • Strong organizational and communication skills.
  • Familiarity with UNICEF reporting standards and shared information portals an asset.

Special Skills/Knowledge Required:

  • Proficiency with knowledge management platforms (e.g., SharePoint, Kobo, Google Workspace).
  • Strong organizational and information classification skills.
  • Experience in developing and managing document repositories or knowledge hubs.
  • Excellent interpersonal skills for effective inter-departmental communication.
  • Ability to translate technical program results into easy-to-understand summaries for diverse audiences.

Language Requirements: Excellent Nepali and English writing and speaking skills. Knowledge of regional languages is an asset.

  1. Knowledge Management Expert

To provide advanced data management, analysis, visualization, and interpretation support to the Education Section at UNICEF Nepal for evidence-informed programming, learning outcome evaluation, and technical assistance to government partners.

Specific tasks:

  • Develop and maintain education-related datasets for monitoring sector performance, including SESP indicators.
  • Conduct quantitative and qualitative data analysis to inform strategic decisions and program design.
  • Design data dashboards and analytical tools to support provincial and local-level education planning.
  • Train internal staff and government partners on data literacy and visualization.
  • Support data quality assurance activities during surveys, evaluations, and research studies.
  • Assist in consolidating data for reporting, including donor updates and sector performance reviews.

Education:

  • Master’s degree in Data Science, Statistics, Computer Science, or a related field.

Work Experience:

  • Minimum 5 years’ professional experience in data analytics and visualization.
  • Expertise in statistical software (R, Stata, SPSS), dashboard tools (Power BI, Tableau), and data storytelling.
  • Familiarity with Education Management Information Systems (EMIS) and large datasets.
  • Strong capacity-building and presentation skills.

Special Skills/Knowledge Required:

  • Advanced proficiency in statistical analysis software (e.g., R, Python, Stata, SPSS).
  • Strong experience in dashboard creation using tools like Power BI, Tableau, or Google Data Studio.
  • Knowledge of data validation, cleaning, and visualization techniques.
  • Familiarity with education sector indicators and results-based monitoring frameworks.
  • Strong communication and capacity-building skills, including the ability to turn data into compelling narratives.

  1. Public Finance Management (PFM) Expert

To provide technical support to provincial and local governments in strengthening education sector financial planning, budget execution, and public expenditure tracking to ensure efficiency, transparency, and equity under Nepal's federalized system.

Specific Tasks:

  • Analyze education budget spending trends and financing gaps at province and LG levels.
  • Build capacities of government officials in PFM practices for education, including use of costed tools and fiscal simulation.
  • Support the alignment of LG budgets with SESP and MTEF targets.
  • Ensure integration of GESI and equity dimensions into budget formulation and execution.

Minimum requirements:

Education:

  • Advanced degree (Master’s) in Economics, Finance, Public Policy or relevant field. 

Work Experience:

  • Proven experience in public sector financial analysis, budgeting and grant systems
  • Experience in Nepal’s federal PFM systems

Special Skills/Knowledge Required:

  • Comprehensive understanding of public financial management systems, particularly in federalized governance contexts.
  • Experience in conducting public expenditure reviews or budget analyses.
  • Familiarity with education budget codes, MTEF structures, and grant flow mechanisms in Nepal.
  • Capacity to develop budget simulation tools for local-level education planning.
  • Proven experience in designing and facilitating PFM training for government officials.

  1. Website and Application Designer

To design and improve web interfaces and pages for UNICEF Nepal’s education initiatives, increasing digital accessibility, engagement, and dissemination of knowledge products. To design and develop mobile applications to support education initiatives such as learning assessments, CRM reporting, teacher mentoring, or decentralized LEP monitoring.

Specific Tasks:

  • Develop web pages or microsites to host education publications, tools, videos, and dashboards.
  • Ensure web content is user-centered, mobile-friendly, and compliant with accessibility standards.
  • Integrate web features such as interactive data dashboards, learning platforms, or e-libraries.
  • Provide technical support to optimize existing UNICEF education web content.
  • Develop user-friendly Android/iOS apps tailored to meet education program needs.
  • Collaborate with education specialists to digitize tools (e.g., SESP calibration toolkit, LEP appraisal).
  • Conduct user testing and ensure data privacy and cybersecurity compliance.
  • Train end-users and support app deployment and maintenance.

Minimum requirements:

Education:

  • Bachelor’s degree in Web Designing, Multimedia, Computer Science, or related field.

Work Experience:

  • At least 4 years’ experience in UI/UX or web design for non-profit or development organizations.
  • Proficiency in WordPress, HTML5, CSS, JavaScript, and web optimization tools.
  • Knowledge of UNICEF branding and digital communication guidelines is an asset.
  • Expertise in Flutter, React Native, or Android Studio.
  • Previous experience designing apps for education, government, or emergency contexts preferred.

Special Skills/Knowledge Required:

  • Advanced experience with WordPress, Drupal, or other content management systems.
  • Strong understanding of responsive design, UX/UI standards, and web accessibility (WCAG 2.1 compliance).
  • Knowledge of integrating APIs, dashboards, or e-learning components into websites.
  • Experience working with cloud hosting, SSL, and cybersecurity standards.
  • Ability to troubleshoot website functionality issues and provide timely technical support.

  1. Animation Expert

To develop high-quality animated content for education sector advocacy, digital campaigns, and capacity-building initiatives aligned with UNICEF Nepal’s education objectives.

Specific Tasks:

  • Produce short-form animated videos and explainer videos on child-friendly schools (CFS), education financing, CRM, etc.
  • Collaborate with subject-matter experts to conceptualize and storyboard engaging animation content.
  • Ensure animations are culturally appropriate, child-friendly, and aligned with UNICEF branding.
  • Deliver subtitles, voiceovers, and social-media-optimized formats as needed.

To qualify as an advocate for every child you will have… 

Minimum requirements:

Education:

  • Bachelor’s degree in Animation, Multimedia, Digital Arts, or equivalent field.

Work Experience:

  • At least 4 years of experience in animation and visual storytelling.
  • Proficiency in software such as After Effects, Blender, Toon Boom Harmony.
  • Proven ability to convey complex educational concepts through creative animation.

Special Skills/Knowledge Required:

  • Advanced knowledge of animation software such as Adobe Animate, Toon Boom, After Effects, or Blender.
  • Proven ability in creating engaging animations that explain complex concepts in simple terms.
  • Familiarity with voiceover integration, sound design, and subtitles for broad accessibility.
  • Experience designing animations for learning or development sectors preferred.
  • Strong storytelling skills and ability to co-develop scripts and visual narratives.

Language Requirements: Excellent Nepali and English writing and speaking skills. Knowledge of regional languages is an asset.
