Save the Children has worked in the Solomon Islands since 1986, partnering with the Government of Solomon Islands, provincial authorities, communities, and civil society organisations to improve outcomes for children and young people. Our programs focus on education, child protection, gender equality and social inclusion, and humanitarian preparedness and response, with a strong emphasis on reaching children and young people in remote and underserved communities.

In the education sector, Save the Children has worked closely with the Ministry of Education and Human Resources Development (MEHRD) and provincial education authorities to strengthen access to quality, inclusive education and improve learning outcomes. Our work has included supporting teacher professional development, strengthening school and community engagement, promoting safe and inclusive learning environments, and helping address barriers that prevent children and young people from participating in education. Across our programs, we prioritise gender equality, disability inclusion, and community-led approaches, working with local partners to ensure programs are culturally appropriate and sustainable. We also support systems strengthening efforts to help national institutions deliver inclusive services that reach the most vulnerable children and young people.

About the project: Save the Children is preparing a proposal for an ADB multi-year education initiative in the Solomon Islands focused on strengthening inclusive education systems and expanding learning opportunities for young people who have disengaged from formal schooling.

The initiative is expected to pilot and strengthen second chance education approaches, support teacher professional development, and improve inclusive learning environments for adolescents and young adults. The program will prioritise gender equality, disability inclusion, and equitable access to quality education, while supporting national systems strengthening and capacity development of education stakeholders.

This Expression of Interest is being issued to identify potential consultants for an upcoming proposal submission. Engagement will only proceed if the proposal is successful and the project is awarded. Submission of an expression of interest does not constitute a guarantee of employment or contracting.

A place to make a difference: Save the Children is seeking a Save the Children is seeking an experienced Team Leader/Inclusive Education Specialist with expertise in inclusive education, alternative learning pathways, or second chance education to contribute technical leadership to the design and potential implementation of this initiative.

The consultant will work closely with Save the Children, national stakeholders, and education partners to support the development and delivery of innovative education approaches aimed at improving learning outcomes for young people who face barriers to accessing formal education.

In this consulting assignment you will:

· Provide technical leadership in the design and implementation of second chance education and inclusive education initiatives.

· Support development of program strategies, learning frameworks, and implementation approaches aligned with national education priorities.

· Contribute to the design and delivery of teacher training and professional development activities.

· Support development of learning materials, training resources, and guidance for education stakeholders.

· Provide technical advice on gender equality, disability inclusion, and equitable access to education.

· Contribute to monitoring, learning, and documentation of pilot initiatives to inform program improvement and potential scale-up.

This consultancy requires:

· Advanced degree in Education, Inclusive Education, International Development, Social Sciences, or a related field.

· Minimum 10 years of professional experience in education sector programming, including work related to inclusive education, teacher professional development, or alternative learning pathways, with at least 8 years in leading development programs for multilateral development banks like ADB, World Bank, IFC and other major institutional donors

· Demonstrated experience supporting education systems strengthening and capacity development.

· Experience working with government education stakeholders and development partners.

· Experience working in Pacific Island countries or other comparable contexts is highly desirable.
