Job Description :
The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises eleven countries in Southeast Asia, with Timor-Leste being admitted as an ASEAN Member State during the 47th ASEAN Summit on 26 October 2025 in Kuala Lumpur, Malaysia. It was proclaimed a Community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together”, signed by the ASEAN Leaders during their 27th Summit 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible. 

The ASEAN Secretariat was established in 1976 by the Foreign Minister of ASEAN with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In alignment with the ASEAN Community Vision 2045 and Strategic Plans of the three ASEAN pillars of Political Security Community, Economic Community and Socio-Cultural Community, and ASEAN Connectivity, supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting Indonesian Citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Payroll & Employee Relations Officer for Human Resources Division, Community and Corporate Affairs Department.     


Remuneration and Benefits:
The successful candidate will be offered a basic salary of IDR 16,835,950 and attractive remuneration package including monthly transportation allowance, outpatient medical reimbursement, hospitalisation & life insurance, annual bonus equal of a month’s basic salary, and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the 6-month probationary period.

Responsibilities
  1. Reporting to Assistant Director/Head and Senior Officer of Human Resources Division (HRD), the Officer shall be responsible to: 
    1. Ensure the accurate and timely processing of monthly payroll in compliance with established policies and regulations. 
    2. Verify and validate monthly payroll inputs, including salaries, allowances, and deductions, and prepare payroll reports for management review.
    3. Review and process staff benefit/allowance claims including final payment of leaving staff.
    4. Review and process monthly overtime claims in line with applicable rules and guidelines.
    5. Maintain and update staff attendance records by ensuring timely entry of new staff data into the system and coordinating closely with Heads of Directorates/Divisions.
    6. Compile and circulate monthly Staff Attendance Reports to Heads of Directorates.
    7. Respond promptly and professionally to staff queries related to payroll, overtime, and attendance.
    8. Prepare and circulate staff announcements related to grievances and births.
    9. Provide support in coordinating initiatives and programmes related to staff relations and engagement.
    10. Recommend and implement improvements to payroll, overtime, and attendance systems and processes to enhance efficiency and accuracy.
    11. Assist in the annual tendering process for Hospitalization and Life Insurance, including preparation of Terms of References, conducting research, and analyzing updated insurance plans for staff.
    12. Supervise Associate Officer in processing medical claims and leave records.
    13. Perform other relevant duties as assigned by the supervisors, and/or higher authorities of the ASEAN Secretariat.
Qualifications
    • Advanced university degree (Master’s or equivalent degree) in Human Resources/Business Administration or an appropriate related field or discipline; or Bachelor with a minimum of two (2) years of relevant work experience as outlined in the duties and responsibilities of the position.
    • Knowledge and use of Human Resources Information Systems (HRIS) Microsoft Dynamics 360 is preferred.
    • Experience working for the international organization is desirable.
    • Demonstrated knowledge and technical skills in the relevant area and ability to acquire them.
    • Proven skills in problem solving and work planning in a complex organisational environment.
    • Ability to plan and organize tasks and workflows, with proven capacity for accuracy and attention to detail, while working under pressure and meeting deadlines.
    • Strong interpersonal skills, including experience in cross-cultural environment and international settings.
    • Demonstrated ability to develop and maintain sound working relationships with stakeholders.
    • Demonstrated commitment to collaborative work practices.
    • Competency in computer skills with adequate knowledge of Microsoft Office (Microsoft Word, Excel, Power BI) where relevant to the position.
    • Sound command of English, written and spoken.
