Your team
Within the Directorate of People, the Staff Administration and Support service manages staff entitlements and administration, and administers the payroll and pensions.
Your role
Your role will be to:
- Provide expert advice, guidance and contributions on HR matters with a focus on payroll, ensuring alignment with applicable rules and best practices.
- Collect, analyse and interpret payroll and financial data to gain insights, support decision-making processes and provide findings and recommendations, including forecasting, budget execution monitoring, and assessing the impact of statutory changes.
- Oversee and contribute to the development and maintenance of the payroll tool, prepare technical specifications, perform system evaluations and test, propose system changes, and liaise with technical teams on this area.
- Produce and review statistics, dashboards, reports, working documents, forecasts, etc. and contribute to audits and compliance activities as needed.
- Coordinate and oversee the contributions of a small number of team members to specific activities or tasks, providing guidance, support and functional performance oversight, including setting and reviewing objectives, to ensure effective execution and alignment with the service’s objectives.
- Contribute to the design, review and implementation of HR policies, processes, working methods/practices related to payroll, with a focus on improving service delivery, ensuring regulatory compliance (including internal rules but also national fiscal legislation), and enhancing user experience.
- Provide guidance and support to staff and managers on complex issues related to payroll and serve as key point ensuring effective communication and resolution.
- Collaborate with internal and external partners, participate in events, workshops, studies, projects to share expertise and drive continuous improvement in HR services and organisational performance.
- Stay updated on latest technological developments/methods/best practises/trends and share them within the internal community to enhance organisational development. Deliver training and share knowledge with relevant teams.

Required qualifications, experience & competencies
- Candidates must fulfil one of the following requirements:
- Completion of third level studies in a relevant field (Business Administration, Finance, Economics, HR Administration etc.), meeting European Qualifications Framework (EQF) Level 7 followed by at least 3 years of relevant professional experience.
- Completion of third level studies in a relevant field (Business Administration, Finance, Economics, HR Administration etc.), meeting European Qualifications Framework (EQF) Level 6 followed by at least 4 years of relevant professional experience.
- Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
- Experience in applying HR processes and in the interpretation of legal provisions related to payroll.
- Experience gained within an international or intergovernmental organisation will be considered an asset.
- Excellent command of MS Office, in particular Excel (pivot tables, formulas, etc.), with the ability to support financial analysis.
- Experience with SAP, Oracle, SharePoint, Business Objects, Power BI, PeopleSoft etc. will be considered an asset.
- Strong financial acumen, including understanding of staff cost accounting, budget execution, and forecasting methodologies.

- The working languages of the Agency are English and French. For this particular job, candidates must be proficient users at level C1/C2 in English or French and independent users at level B1/B2 in the other language. The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).
Useful information

- The selected candidate may be required to provide documentary evidence confirming they meet the minimum education requirements. They will be informed if and when specific evidence is needed. - The selected candidate will be offered a contract for a duration of 5 Year(s) in accordance with the provisions of the Staff Regulations governing officials at EUROCONTROL. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract.
- The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
- Internal candidates
- If selected, the person will keep their current type of appointment duration (undetermined or determined).
- The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
- This post entails management activities. Established staff members will therefore have to serve a confirmation period of 9 months. This period may be shortened to 6 months if the successful candidate is appointed following a competition preceded by a previous temporary assignment to the post for which s/he was selected. The Director General may also decide not to make subject to this provision if that official has previously been assigned, for a period of 2 years or more, to a post similar to that for which he has been selected and which entailed the same level of management responsibilities.
- The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
- Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
