Job Summary:

Senior Monitoring, Evaluation, and Learning (MEL) Specialist will provide technical support for the design and implementation of the STRengthening Infectious Disease DEtection Systems (STRIDES) activity in Kenya. S/He will be responsible for developing and updating the STRIDES performance monitoring plan, developing data collection tools and systems, tracking implementation progress and gaps and advising the team on priority actions for achieving results. S/He will oversee the preparation of project reports, documentation and dissemination of success stories and lessons learned, and keep the STRIDES project team updated on the Monitoring and Evaluation guidance and requirements. S/He will plan and manage data collection activities for STRIDES in Kenya. S/he will be working closely with STRIDES project and Headquarter (HQ) teams and will support the project by evaluating programmatic effectiveness, overseeing technical aspects, and providing technical assessment reports.

Accountabilities:

Technical Requirements:

  • Provides project staff with overall technical direction and guidance to support planning, implementation of, and reporting against the STRIDES performance monitoring plan.
  • Provides technical leadership in designing, planning, monitoring, data collection and analysis, report preparation and dissemination of STRIDES project data
  • Supports technical aspects of projects including staff and partner capacity building.
  • Leads and coordinates program evaluations and the identification, monitoring, and reporting on all program indicators
  • Manages and supports strategies and planning for STRIDES project technical assistance to develop, evaluate and/or update reporting systems.
  • Works closely with the team to ensure project implementation remains technically sound and adheres to FHI 360’s strategy and standard operating procedures (SOP’s).
  • Fosters and facilitate information, experience, best practices, and resource exchange amongst project staff.
  • Develops technical briefs, reports, or other necessary materials to facilitate the dissemination of best practices, policies, and procedures.
  • Conducts analysis of project implementation to identify areas for improvement and propose appropriate technical strategies and guidelines.
  • Provides guidance for data collection, aggregation, analysis and data use for reporting and dissemination to the donor and relevant stakeholders.
  • Assists with implementing components of the technical portions of the project plan
  • Contributes to technical work plans and budget development
  • Monitors project deliverables and reports to supervisors
  • Supports project activities and sub activities implementation.
  • Provides any other MEL technical support as required.

Quality Assurance:

  • Develops in-depth knowledge of quality standards through formalized system that documents processes, procedures, and responsibilities for achieving quality policies and objectives.
  • Coordinates and directs activities to meet funder and FHI 360’s regulatory requirements.

Applied Knowledge & Skills:

  • In-depth knowledge of monitoring and evaluation concepts, practices, and procedures
  • Development of scope of work and deliverables for partners, consultants, etc.
  • Broader knowledge of quality standards
  • Proficiency with database management software and on-line search tools required.
  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Articulate, professional, and able to communicate in a clear, positive manner with clients and staff.
  • Must be able to read, write, and speak fluent English.
  • Excellent organizational and analytical skills.
  • Excellent and demonstrated project management skills.
  • Ability to influence and collaborate with others.
  • Demonstrated proficiency with using Microsoft Office Suite required.
  • Ability to analyze and interpret data, identify errors, and prepare reports.
  • Ability to solve problems and implement corrective action as needed.

Education:

  • Master’s degree in public health, epidemiology, biostatistics or its International Equivalent or a Related Field.

Experience:

  • 6+ years of relevant experience in strategic information, monitoring, evaluation and learning and managing data collection, preferably for health projects
  • Knowledge and experience of the health information systems in Kenya
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • Proficiency in dashboard development, data management and analytic software e.g., MS Excel, MS Power BI, Tableau, SAS, SPSS, Stata.
  • Experience in digital data collection using Kobo Toolbox and/or similar tools
  • Strong negotiation, coordination, communication, and interpersonal skills.
  • Knowledge and experience of global health security surveillance and other relevant health programs.
  • Demonstrated strategic planning, staff development and capacity building experience.
  • Ability to motivate, influence and collaborate with others.
  • Excellent oral and written communication skills in English.

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
