Under the overall supervision of the Head of Resources Management (HoRM) in IOM Lebanon and direct supervision of the Budget Officer (BO); and, in collaboration with relevant units at the Country Office, Headquarters and the Administrative Centres, the successful candidate will be responsible and accountable for managing the resources management functions in the Country Office.
- Provide procedural guidance to managers and staff; supervise, guide and train other finance support staff, particularly in relation to budget preparation and project financial monitoring;
- Manage financial resources through monitoring funds in accordance with IOM rules and regulations;
- Provide specialized advice and support to Project Managers and/or /Head of Office on financial matters;
- Provide specialized support preparing annual budget submission and revisions including estimating the cost of staff as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses;
- Assist in the preparation and revision of project budget proposals alongside Project Managers and the Budget Officer.
- Assist in monitoring compliance with financial policies, procedures, rules and regulations;
- Assist to maintain, and improve financial monitoring databases and tools to support Project Managers in maintaining a realistic and timely overview of project balances;
- Provide regular and ad hoc financial information to support informed financial decision making;
- Contribute to review and complete the monthly allocation of staff and common office costs in PULSE;
- Contribute to review staff projectization provided by the PMs against budget availability and project validity;
- Provide WBLs for common office costs, ensuring proper allocation, monitoring, and compliance with donor and organizational requirements.
- Provide assistance responding to audit queries and follow up on audit recommendations;
- Perform periodic reviews and coordinate with the Supply Chain Unit (SCU) for the clean-up of long outstanding commitments;
- Draft donor financial reports in accordance with IOM regulations and established procedures, in close coordination with Project Managers (PM), the Budget Officer, and RMO, as well as relevant units in HQs or Manila;
- Assist with the monthly projectization for international support staff, national support staff, and sub-contracted support staff, in close coordination with the Budget Officer;
- Contribute to the preparation of the Country Office monthly accounts closure in compliance with the accounts closure checklist;
- Assist in the review and clearing of monthly common office costs charged to the cost center;
- Act as Officer-in-Charge (OiC) in the absence of the Budget Officer;
- Liaise with Regional Offices, Country Office and, MAC regarding financial and administrative activities as required; and
- Perform other related duties as required.
Education
- High School diploma with six years of relevant experience; or,
- Bachelor’s degree in Business Administration, Accounting, Finances, or related field with four years of relevant professional experience.
Experience
- Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP and ORACLE is a distinct advantage;
- Attention to detail, ability to organize paperwork in a methodical way;
- Discreet, details and clients-oriented, patient and willingness to learn new things; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
- Knowledge of IOM/UN Budget policies and practices; strong analytical skills, particularly in finance;
- Strong communication skills, ability to present information in a comprehensive, clear and concise manner both in writing and verbally;
- Knowledge and understanding of IOM/UN policies, rules, regulations and instructions on resource management;
- Advanced knowledge of MS Office specifically EXCEL; advanced knowledge of IOM accounting systems, software and procedures;
- Strong analytical skills applied to large amounts of data from multiple sources;
Languages
- Fluency in English (oral and written).
- Working knowledge of Arabic and French
