Duty Station of the Consultancy: Astana, Kazakhstan 

Duration of Consultancy: December 2025 – November 2026 (11 months)

Nature of the consultancy: To provide support in conducting the capacity building sessions for national stakeholders within “Improving migration governance and access to services for displaced Afghans in Pakistan and Central Asia” project, Category A Consultancy 

Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is committed to promoting humane and orderly migration for the benefit of all. This is achieved through the provision of services and advice to governments and migrants.

The consultancy will be carried out within the framework of the IOM project “Improving migration governance and access to services for displaced Afghans in Pakistan and Central Asia”. Through this intervention, IOM seeks to support government institutions in the region and local communities in addressing immediate protection and humanitarian needs of Afghan populations and local communities. The aim is to mitigate the mid-term impact of the crisis on societies in the region, and to support recovery and resilience for longer-term sustainable development. IOM’s intervention contributes to IMCBP’s selected priority area on strengthening governance: working with national and local authorities to strengthen migration systems and institutional capacity in addressing migration crises and responding to the most urgent humanitarian and protection needs.

Within the above-mentioned project IOM Kazakhstan will support the Government’s measures in capacity -building for relevant national authorities on emergency preparedness and response, gender mainstreaming and engaging with afghan migrants. Proposed consultancy services, in closed coordination with IOM, will support the implementation of the abovementioned activities.

  • In close coordination with IOM, to provide support with development of training modules and  capacity building sessions on gender mainstreaming for relevant national authorities in accordance with IOM relevant policies and procedures.
  • In close coordination with IOM, to provide support with the preparations to conduct capacity building needs assessment, developing training modules and conducting trainings for migration services representatives.
  • In close cooperation with IOM, support In the preparation to conduct trainings on emergency preparedness and response for relevant national stakeholders.
  • Support the project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
  • Draft status reports; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures. 
  • Perform other related duties as assigned.

Education, Experience and/or skills required

  • School diploma with five years of relevant experience; or, 
  • Bachelor’s degree in Political or Social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with at least two years of professional experience.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Knowledge of financial rules and regulations.
  • Knowledge of Kazakh, English and Russian is required.
