Overview of position
Purpose of activity / assignment:
The Engineer will be responsible for monitoring all electrical and solar renovation, installation, and maintenance work of Our client South Sudan.
Background & rationale:
The organization South Sudan Country Office is currently implementing Health, Education, Child Protection, Nutrition, WASH and Operations construction projects funded by multiple donors, which include, but not limited to the African Development Bank, World Bank, KOICA, Global Partnership for Education, KfW. Construction and renovation work f or the organization South Sudan Country Office are in all ten States and three Administrative Areas. The ability of the Engineering Consultant to provide support to the organization Construction Engineer and WASH Manager, successfully plan and monitor construction activities for the organization Programme and Operations sections, and directly impact on programmatic goals and results for children shall contribute to maintaining and enhancing the credibility of the organization as an effective and responsible manager of funds entrusted to the organization.
Considering that the engineering component of Programmes and Operations form a significant part of the overall outputs, specific construction engineering expertise is required to provide detailed monitoring of the implementation of the construction and renovation activities, provide technical supervision of the engineering contractors, and follow up on corrective actions to ensure the timely and quality implementation of the works. It is therefore proposed to acquire the technical services of two national Construction Engineers for a period of six months to undertake the noted functions.
Scope of Work
Under the direct supervision and guidance of the organization Construction Engineer and WASH Manager, the incumbent will be responsible for supporting coordination and monitoring all construction projects in all states of South Sudan including the organization offices both in Juba and Field Offices and providing technical support on managing construction and renovation activities.
Role objectives
Main Duties and Responsibilities
- Prepare technical documents related to electrical and solar (design drawings, technical specifications, and bills of quantities); and verify whether they are clear and complete and satisfy the requirement with relevant programme requirements.
- Check third-party prepared technical documents related to electrical and solar (design drawings, technical specifications, and bills of quantities); verify whether they are clear, complete, and compliant with programmatic and Organization needs, eco-efficiency, and accessibility requirements.
- Support in the kick-off meeting of electrical works projects with the company, the engineering firm, and relevant government counterparts.
- Provide close monitoring on solar, electrical and relevant construction activities by undertaking regular site visits and conducting regular technical meetings, including joint monitoring with relevant Government technical services; follow up progress for each activity per milestones and review site supervision reports to ensure work compliance with norms, standards, and timeline; verify quality and precautions on health and safety standards on the ground.
- Identify the most appropriate requirement coordinating with Administration, Security, Construction, and ICT to effectively operate the Organization compounds and recommend for implementation.
- Prepare estimate and budget for the additional requirements, renovation, and modification of existing internal wiring, external wiring, generator & solar power system, and submit to the operations for rehabilitation, renovation, and upgradation of Organization compounds.
- Periodically visit Organization field offices, check the existing wiring system and power sources, and recommend the appropriate action and implementation.
- Use effective monitoring and supervision tools to easily ensure assessment of work quality, progress, and performance of engineering firms and contractors during the entire duration of the project; apply a multi-layered approach to supervision and quality assurance; use documented hold and inspection points, where applicable.
- Participate in the partial, substantial, and final reception of works after verifying the correction of all defects during the Defects Liability Period.
Project reporting
This role will work under the organizations Construction Engineer & their work must be documented with:
- Monthly report submitted in hard and electronic copy, including electronic copy of the deliverables submitted during the month.
- Any interim deliverables to be presented in printed & / or electronic copy, as per required.
- At the end of the consultancy, the consultant should submit an archive on electronic copy of all documentation processed.
Key competencies
Education: Bachelors
- Recognized university degree in electrical engineering or a similar discipline.
- Minimum 5 years of working experience in South Sudan or countries with similar contexts to South Sudan
- Minimum 5 years’ relevant experience in electrical installation and maintenance of large office compounds, working with a minimum of 100 staff, experience in solar power system design and maintenance for more than 150 KW
- Good analytical and negotiating skills.
- Ability to communicate properly both in writing and speaking with management and construction workers.
- Ability to prepare elaborate and precise reports
- Ability to supervise and direct a team of professional and support staff working on construction projects.
- Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organization
- Fast learner, adapts and responds to change.
