Job Description

Context

IOM, as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. 

Under the overall supervision of the Chief of Mission (COM) and the direct supervision of Chief Migration Health Officer (CMHO), the successful candidate will support the coordination, implementation, communication and monitoring and evaluation of the Project “Promoting Climate Resilient and Migrant Inclusive Health System to Address the Climate-Migration-Health Nexus (CMHN)”, funded by the IOM Development Fund (IDF) including but not limited to other Migration Health Programmes in Nepal.

  1. In coordination with Project Manager (PM), support the successful planning, coordination, implementation, and monitoring of the programmatic activities under the Project ‘Promoting Climate Resilient and Migrant Inclusive Health System to Address the Climate-Migration-Health Nexus (CMHN)’.
  2. Maintain effective coordination/liaison with the ministries, government and other key stakeholders including private healthcare providers as needed to facilitate the project implementation.
  3. Support the CMHO in organizing meetings with the Steering Committee (SC) and Technical Working Groups (TWGs), in collaboration with key ministries such as the Ministry of Health and Population (MoHP) and the Ministry of Labor, Employment and Social Security (MoLESS), Ministry of Forest and Environment (MoFE), Ministry of Federal Affairs and General Administration (MoFAGA), National Disaster Risk Reduction and Management Authority (NDRRMA), Provincial and Local Governments, Internal Displacement Monitoring Centre (IDMC), ensuring close coordination with ROAP and the donor.
  4. Work closely with project partners, service providers, and consultants to monitor the progress of the national scoping study and the development of health screening guidelines, ensuring the delivery of technical guidance, research, and expected outputs.
  5. Provide input to the ToR and support the onboarding of service providers/project partners to empower migrant communities with access to information on regular migration pathways and safe migration, with a focus on returnee migrants. 
  6. Support MoHP in organizing consultations and workshops, and in finalizing the training package, in coordination with key stakeholders including National Public Health Committee (NPHC) and Population and Labour Migration Health Sub-Committee (PLMH-SC), to strengthen institutional understanding of CMHN and its impact on migrant communities.
  7. Assist in identifying issues and areas of improvement in project implementation, including financial aspects, and report them to the PM in a timely manner with practical solutions/recommendations.
  8. Travel to project field sites as required to monitor the progress of activities implemented by project partners and provide feedback to PM.
  9. Support the PM in monitoring and evaluation (M&E) processes, including the tracking of project indicators, maintaining the results monitoring framework, and contributing to mid-term and final project reviews.
  10. Support in drafting donor reports, regular reporting’s to the donor in coordination with the PM and Regional Office for Asia Pacific (ROAP) in line with IDF guideline. 
  11. Perform such other duties as may be assigned.
Education
  • Bachelor’s degree from an accredited Institute, in public health, preferably in Health Policy, or a related health field with minimum 5 years of relevant professional experience. or
  • High School diploma with seven years of relevant professional experience,
Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Proven experience in public health and migration health, and policy development
  • Proven experience in implementing health programs, including strong M & E experience. 
  • Strong experience working with Ministry of Health and Population and other line ministries, UN agencies, experience with Provincial and Local government will be an asset
  • Experience in conducting research, developing knowledge products, concept notes and research proposals.
  • Attention to detail and ability to organize.
  • Ability to work under pressure with minimum supervision.
Skills
  • Knowledge of MS Excel, Outlook, Word
  • Knowledge of microenterprise and networking
  • Skilful in coordination with stakeholders.
  • Knowledge of Monitoring activities
  • Knowledge in report writing
Languages
  • For all applicants, fluency in English and Nepali is required (oral and written).
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
