Description of the Assignment:
The consultant is expected to:
- Conduct a desk review of relevant national laws, policies, and international instruments (Mandela Rules, Correctional Services Act No. 13 of 2017 Correctional Regulations of 2022, UNDP guidance) related to a Reintegration and Rehabilitation policy.
- Undertake stakeholder consultations with HMCS staff, inmates and ex-offenders, parole boards, government departments, civil society (including women’s and youth groups), development partners, NGOs, and community leaders, and other relevant stakeholders.
- Assess existing rehabilitation and reintegration After Care, Community Corrections, Community Service Orders & Alternative to Custodial Sentences programmes and services, including from a gender and youth/juvenile perspective.
- Identify best practices from other jurisdictions and UN-supported models.
- Draft the Rehabilitation and Reintegration Policy, integrating specific gender and juvenile approach as relevant.
- Facilitate a validation workshop with stakeholders.
- Finalize the policy incorporating stakeholder feedback.
The ideal candidate should subscribe but not limited to the below attributes.
- Academic Qualifications: Advanced degree in Law, Criminology, Social Work, Public Policy, or related field
- Professional Experience: Minimum 7 years of experience in criminal justice reform, policy development, or correctional services.
- Proven experience in participatory policy development and stakeholder engagement.
- Familiarity with UNDP programming and international human rights standards.
- Strong analytical, writing, and facilitation skills.
Period of assignment/services: 30 Days
