Electric utilities in the Caribbean face the challenge of responding quickly and adequately to restore electricity services and minimize losses in post-disaster circumstances. However, this is hampered by their disparate approaches to disaster risk management (DRM), capacity, and funding constraints, as well as limitations in emergency response planning and coordination with regional response mechanisms.
Additionally, energy sector assets are increasingly exposed to operating conditions beyond their design specifications, increasing the risk of structural damage, collapse, malfunctioning, and reduced performance. As such, electric grid reliability and efficiency is threatened, with consequential impacts on other sectors including health, water supply, land transport and port operations.
In late 2024, the IDB — through the ONE Caribbean and Regional Public Goods initiatives — and in partnership with the United Kingdom Sustainable Infrastructure Programme (UKSIP), embarked on a three-year initiative across seven ONE Caribbean countries: Barbados, Belize, Guyana, Jamaica, Suriname, The Bahamas, and Trinidad and Tobago. The IDB initiative, funded through the regional Technical Cooperations RG-T4613 and RG-T4623, seeks to support the integration of resiliency into the planning and design of power infrastructure and strengthen regional response strategies within the energy sector in the eligible ONE Caribbean countries.
The initiative includes support for utility Business Continuity Plans (BCPs) and related Crisis Communication Plans as well as Disaster Response Plans (DRPs). Vulnerability mapping of power system assets is also essential to inform strategic planning and proactively identify resilience measures and priority investment areas. The Caribbean Electric Utility Services Corporation (CARILEC) is a key partner for IDB under this initiative, to enhance awareness and build technical capacity among CARILEC electric utilities and other stakeholders.
Accordingly, the objective of the present consultancy is to provide implementation support to CARILEC’s project office, ensuring the smooth delivery of the activities supported by the Bank. The requested activities will be carried out in close coordination with CARILEC.
Specifically, the Consultant will assist the IDB and CARILEC team as follows:
Participate in meetings and missions as needed.
Supervision: You will be supervised by the Project Team Leader and Sectoral Research Consultant at IDB, in collaboration with CARILEC’s Disaster Management Coordinator.
