JOB CONTEXT:
The HI Afghanistan operating framework is outlined in the operational strategy (“Stratop”) 2022-20205. The pillars are Health / Disability & Inclusion / Armed Violence Reduction / Atlas logistic.

HI is currently involved in different sectors of activities:

- Physical and functional rehabilitation (both on service provision and training – tech assistance), in development and emergency crisis settings

- Mental Health and Psycho-Social Support (MHPSS)

- Inclusive Humanitarian Assistance – Inclusive Education – Inclusive livelihood

- Explosive Ordnance Risk Education

- Atlas shared storage and transportation

 

The central office is in the capital city (Kabul) and hosts the management team. HI has five offices located in the different provinces of intervention : Herat, Kunduz, Nimroz, Bamian and Kandahar, are fully operational with dedicated support services and project management teams.

YOUR MISSION:
Under the responsibility of the Coutry Director, you, as the Operations Manager, contribute within the country where you are based to the implementation of the mandate and the 10-year strategy of Handicap International. You ensure optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms.
You share with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm chain.

Your priorities will be to ensure optimal quality and the impact of the projects implemented and manage the Area Managers.

In this framework, your main missions are:

Mission 1: Management

-        The manager should embody HI's values on a daily basis, serve as a role model, and guide the team by giving meaning to the strategy and translating it into operational objectives.

-        He/She should encourage innovation, inter and intra-departmental exchanges, and risk-taking.

-        As an operational manager, he/she organizes the team's work, manages performance, and solve problems.

-        As a coach, develops team's skills, ensures commitment and professionalism, and compliance with the code of conduct and expected behaviors.

Mission 2: Strategy and steering

-        Contribute to the development of the programme operational strategy, and to its implementation and annual monitoring

-        Implement the project part of the Programme’s Operational Strategy

Mission 3 : Standards and expertise

-       Ensure deployment and compliance with HI global frameworks, institutional policies and standards

Mission 4: Operational implementation

-        Ensure the sound management and monitoring of projects under his/her responsibility

-        Keeping both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager, and propose mitigation measures where relevant

-        Develop HI’s external influence (forums, operational and strategic alliances, etc.) and the external representation of the organization (events, media) in his/her area of responsibility.

-        Coordinate the teams in his/her area

-        Support the Director/Country Manager in monitoring security in their area and ensure adequate resources according to the context

Mission 5: Emergency Preparedness and Response

GENERAL DETAILS:

·        The security and access situation in the Country has improved significantly since the conflict ended; however, security measures remain in place as the context remains unpredictable.

Requirements

·        You have at least 4 years of professional experience in Area/Field/Project management in challenging humanitarian contexts, as well as experience working in complex and conflict affected regions.

·        You have strong management skills, and partnerships management.

·        You have experiences on donor relations, external relations, fundraising and strategic positioning.

·        You are constructive and have a dynamic personality, with high level of autonomy.

·        You are fluent in English (oral and written)

·        You show strong organizational skills and you are reactive.

  • Housing: Collective taken in charge by HI.
