a. Organizational Setting
The post is located in the Application Incubator Division, Information and Communication Technology Department, Administration, Finance and Management Sector.
The Application Incubator Division (AID) is responsible for identifying opportunities for innovative solutions, assessing new technologies and solutions to measure applicability, and prototyping and developing pragmatic, high-impact solutions to identified business challenges.
b. Purpose Statement
WIPO is looking to establish a small, flexible team to work together with business to identify pain points, develop prototype solutions, and measure effectiveness of potential solutions. Working alongside business users and technical experts, the Application Incubator Division will rapidly experiment with different problem approaches, iterate with business to ensure matches between solutions and problems, and support growth of identified solutions into larger scale production systems. The AID will establish proper governance policies and procedures to ensure that delivered solutions are compatible with the standards and strategies of the organization.
The Senior Project Manager - Innovation Delivery will help identify new opportunities, drive cooperation with business, and manage these initiatives in relation to their acquisition, design and implementation. S/he is expected to balance scope, budget, schedule, business alignment, competing priorities, project risks and communications and ensure project completeness, quality, and timely delivery.
The Senior Project Manager - Innovation Delivery works with stakeholders from across the organization to ensure the successful delivery of project goals.
c. Reporting Lines
The incumbent works under the supervision of the Director, Application Incubator Division.
2. Duties and Responsibilities
The incumbent will perform the following principal duties:
a. Lead cross-functional efforts to identify high-impact business challenges and innovation opportunities by engaging proactively with business units, understanding operational pain points, and facilitating ideation sessions that align with the organization’s strategic objectives.
b. Manage the end-to-end lifecycle of experimental and proof-of-concept solutions, ensuring structured evaluation of new technologies and iterative collaboration between business stakeholders and technical teams to validate solution effectiveness and scalability.
c. Establish and oversee innovation governance frameworks, ensuring that incubated solutions adhere to organizational standards, enterprise architecture, and ICT strategies while maintaining alignment with long-term business goals.
d. Take responsibility for the definition, documentation and successful completion of all phases of complex projects; identify, analyze, plan and design project objectives, approach and scope based on business needs; manage the implementation, documentation against agreed project management standards and realization of benefits for key business technology projects.
e. Monitor project milestones, and key performance indicators; identify and resolve potential issues; track actual vs. projected expenses, analyze variances, and forecast spend; propose project risk remediation to project boards for review and decision-making; develop dashboards and other monitoring tools to track and effectively communicate implementation progress.
f. Work closely with all project stakeholders, considering views of all stakeholders and addressing issues; ensure that products and services are aligned with expectations and business needs.
g. Ensure an effective system of project governance through the provision of expert advice to Project Boards on risk-based project priorities, dependencies, and investment decisions, organization of Project Board meetings and action tracking and conducting formal reviews at project completion to confirm acceptance and satisfaction by stakeholders.
h. Coordinate the work of a project team consisting of internal project team members and external service providers; empower and motivate the team and encourage a sustainable pace with high-level of quality.
i. Develop documents for tendering exercises, evaluate responses and assist in the selection of service providers and vendors.
j. Provide support for the preparation of WIPO Program and Budget and Performance Reports, with an emphasis on data validation and analysis.
3. Requirements
Education (Essential)
Advanced university degree in Business Administration, Finance, Economics, Computer Science, Information Technology, Marketing, or a related discipline. A first-level university degree in a relevant discipline plus two years of relevant experience in addition to the years of experience requested below may be accepted in lieu of an advanced university degree.
Qualification in project or program management such as PRINCE2, and/or MSP.
Experience (Essential)
At least seven years' relevant professional experience in regulated industries, preferably Financial or Information Technology, or related to Intellectual Property.
Several years' experience managing business technology projects, programs or portfolios related to information security, systems analysis and design, or customer experience practices, involving the processing of sensitive information across multiple IT and business teams.
Experience (Desirable)
Experience in managing business technology projects and programs in the areas of Public Key Infrastructure (PKI), Identity and Access Management, and Office 365 security.
Language (Essential)
Excellent written and spoken knowledge of English.
Language (Desirable)
Knowledge of other UN official languages, particularly French.
Job Related Competencies (Essential)
Knowledge of project management frameworks and leading tools in the areas of estimation and cost management, cost benefit analyses, business case development, business value demonstration, contract management, and effective program performance reporting.
Familiarity with PMBOK, TCM, agile and lean project management, and tools such as Microsoft Project.
Familiarity with a broad range of technologies supplemented by in-depth knowledge in specific areas of relevance.

(iv) application development and DevSecOps;
(v) cloud-based technologies in AWS, Microsoft O365 or other CSPs;
(vii) New Product Development (NPD) process.

Annual salary:
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the September 2025 rate of 90.5%.
