In each member country, GGGI develops a five-year Country Planning Framework (CPF), a government-endorsed strategy that sets out GGGI’s contribution to national priorities, climate targets, and the Sustainable Development Goals. The CPF guides the preparation of Country Business Plans, annual Work Programs and Budgets, and the design of investment projects and policy support.
In Papua New Guinea (PNG), the CPF 2021–2025 was formally endorsed in 2021 and has provided the strategic basis for GGGI’s growing portfolio, implemented in partnership with the Climate Change and Development Authority (CCDA), sector ministries, provincial administrations, and development partners. This CPF has supported PNG’s efforts to mobilize climate finance, strengthen enabling policies, and advance priorities such as renewable energy, sustainable forestry, coastal resilience, and inclusive green growth.
With the current CPF nearing completion, GGGI will now review results and lessons learned, and prepare the updated CPF for 2026–2030. The new CPF will be aligned with PNG’s Vision 2050, Development Strategic Plan (2010–2030), Medium-Term Development Plan IV (2023–2027), Enhanced NDC, and National Adaptation Plan. It will also operationalize GGGI Strategy 2030 and the Pacific Regional Strategy, ensuring PNG’s contribution to GGGI’s global mission while responding to the country’s evolving climate and development priorities.
The objective of this consultancy is to review the implementation of the GGGI Papua New Guinea Country Planning Framework (CPF) 2021–2025 and to prepare the updated CPF for 2026–2030 as a government-endorsed strategy that defines GGGI’s programmatic priorities in PNG. Specifically, the consultant will:
The consultant will lead the process of reviewing the GGGI Country Planning Framework (CPF) 2021–2025 and developing the updated CPF for 2026–2030 for Papua New Guinea. The work will be carried out under the overall guidance of the GGGI Country Representative (CR) in close collaboration with and Deputy Country Representative (DCR), the PNG country team, and in coordination with GGGI’s Regional Office and HQ departments.
The assignment will involve a structured assessment of the CPF 2021–2025, identifying achievements, challenges, gaps, and lessons learned, and analyzing its contribution to PNG’s national priorities, the SDGs, and the Paris Agreement. This review will provide the analytical foundation for the design of the next CPF.
Based on this assessment, the consultant will analyze the broader policy and institutional landscape to identify opportunities and emerging priorities, including climate finance mobilization, carbon markets, biodiversity, circular economy, and green entrepreneurship. Engagement with stakeholders will be a critical component. The consultant will facilitate consultations with the Climate Change and Development Authority (CCDA), line ministries, provincial administrations, development partners, private sector actors, and civil society to validate findings, confirm priorities, and build consensus on the strategic focus of the CPF 2026–2030.
Drawing on these inputs, the consultant will draft the new CPF, ensuring it is concise, results-based, and aligned with the Pacific Regional Strategy and GGGI Strategy 2030.
The consultant will be engaged on a deliverable-based contract. Payments will be made upon satisfactory submission and acceptance of outputs by GGGI, in line with its quality standards. All outputs must be well-structured, analytical, written in clear English, and submitted in editable electronic formats. Deliverables will be reviewed and approved by the PNG Country Representative.
All outputs must reflect evidence-based analysis, draw on consultations with CCDA and other stakeholders, and incorporate feedback from GGGI and the Government of Papua New Guinea. Supporting materials, such as consultation records and references, are to be submitted together with the final outputs.
