BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Republic of Congo (ROC) Country Office will develop its next Country Strategic Plan (CSP) in line with the streamlined CSP development process approved in June 2025, ensuring alignment with the new WFP Strategic Plan, the Corporate Results Framework, and findings from the Country Strategic Programme Evaluation (CSPE).

This process spans five phases — inception, strategic design, technical design, HQ validation, and EB approval — with an accelerated timeline of 9–11 months from initiation to EB submission.

The consultant will support the Country Director and ROC technical teams throughout all phases, ensuring full adherence to the streamlined process, high-quality products, and timely milestone delivery as per the approved ROC CSP timeline. The consultant will also reinforce the Research Assessment and Monitoring team with specific focus on food security systems strengthening

Objectives of the Assignment

  • Lead and coordinate the full CSP formulation process from strategic inception to EB approval.
  • Ensure in-country facilitation of key consultative and design workshops.
  • Embed findings from the CSPE and other analyses into the CSP narrative, Theory of Change, and Results Framework.
  • Ensure alignment with WFP corporate guidance, the Strategic Plan, and funding/partnership strategies.
  • Focal point Food systems and Food Security

Scope of Work & Key Deliverables -CSP

Phase 1 – Inception (Nov 2025 – Feb 2026)

  • Conduct inception mission; agree workplan and stakeholder engagement strategy.
  • Lead Internal Stocktaking Workshop and Community Consultations.
  • Prepare CSP Outline, LoS (Line of Sight), and Theory of Change draft.
  • Coordinate Partner Roundtable & Government Workshop (Nov 2025).
  • Deliverable: CSP Inception Package (Outline, LoS, ToC, workshop reports).

Phase 2 – Strategic Design (Feb – March 2026)

  • Facilitate Formulation Workshop (Feb) – or earlier if CSPE results are ready in 2025.
  • Integrate CSPE findings into design process.
  • Finalise LoS, Theory of Change, and Strategic Outcomes.
  • Deliverable: Strategic Design Package ready for s-PRP submission.

Phase 3 – Technical Design & HQ Validation (April – May 2026)

  • Coordinate preparation for s-PRP (~April 10) including narrative, budget, and results framework.
  • Address s-PRP feedback; prepare e-PRP package (~May 15).
  • Deliverable: HQ Validation Package incorporating s-PRP and e-PRP feedback.

Phase 4 – EB Review (June – July 2026)

  • Support responses to EB online review (from July 10).
  • Prepare Third CSP Submission incorporating EB Secretariat edits.
  • Deliverable: EB Review Package cleared for Informal Consultation.

Phase 5 – EB Informal Consultation & Approval (Aug – Oct 2026)

  • Support EB IC preparations (Sept 14–15) and finalisation of CSP for AED POD clearance.
  • Deliverable: Final CSP for EB Approval (Oct 2026).
  • Indicative Timeline – ROC CSP (Aligned to Milestone Plan)

Reporting & Coordination

  • Reports to the Deputy Country Director, ROC, and is part of the CO CSP Task Force.

Proposed Workplan – ROC CSP Consultant

The assignment will run for 6 months (October 2025 – March 2026), covering the first three phases of the streamlined CSP development process. The national consultant will be based in-country.

November 2025 – Inception Mission

  • Support in facilitating the Internal Stocktaking Workshop to review lessons learned, CSPE preliminary findings, and strategic priorities.
  • Support planning for community and stakeholder consultations.

December 2025 – Stakeholder Engagement

  • Coordinate and document community consultations across selected project sites, with a focus on resilience projects.
  • Support in drafting the CSP Outline, Line of Sight, and Theory of Change.

January 2026 – Strategic Partnerships

  • In-country facilitation of the Partner Roundtable and Government Workshop.
  • Consolidate resilience stakeholder inputs into the strategic design process.

February 2026 – Formulation Workshop

  • Support CO efforts in organizing and facilitating the Formulation Workshop.
  • Ensure CSPE findings and government priorities are fully integrated into the CSP structure.
  • Support in refining the Line of Sight, Theory of Change, and Strategic Outcomes.

Other Tasks:

  • Lead in the preparation and dissemination of a compelling Annual Country Report (ACR) resilience section, which captures the annual successes of WFP RoC as well as the partnerships forged within the resilience field and prospects looking ahead.
  • Support to Research and Integrated Resilience:
    • Draft high-quality proposals on food security and food system strengthening including food fortification.
    • resilience building for various stakeholders and ensure continuous engagement with said stakeholders along with the head of the resilience building team.
    • Support implementation of livelihoods and resilience interventions, as a member of the resilience team, ensuring community participation and sustainability.
    • Serve as focal point for partners, government counterparts, and other UN agencies for resilience building activities.
    • Act as head of the resilience team in the absence of the team leader.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University Degree and/or equivalent experience with emphasis in one or more of the following disciplines: political sciences, economics, agriculture, international affairs, social sciences, development studies or a field relevant to international development or humanitarian assistance.

Experience:

At least 5 years post graduate, progressively responsible international and national experience in the fields of goal oriented/strategic planning, organizational change management, inter-agency coordination, programme re-orientation, policy development, etc. Specific experience in strategy formulation, programme management and project planning in a large multicultural institution in the field or headquarters is an asset. Previous experience with WFP or the UN System is an asset.

Knowledge & Skills:

Ability to translate understanding of programme principles into relevant, effective, and context specific approaches; Strong writing skills in English; Ability to explain WFP projects and operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing; Good understanding of project lifecycle, humanitarian principles and tools, programmes and transfer modalities; General knowledge of UN system policies, rules, regulations and procedures; General knowledge of the UN Development System Reform; Good analytical and research skills; Good interpersonal skills, teamwork spirit and ability to work in multicultural settings.

Languages:

Proficiency/level C of French and English is required. Additional UN language(s) would be an asset.
