Job Description

Job Purpose:

The Livelihoods and Food Security Coordinator (based in Kabul) will oversee the design and implementation of livelihoods and food security programmes in NRC Afghanistan, under the country office’s Livelihoods and Food Security Core Competency. The Livelihoods and Food Security Coordinator will work under the direct supervision of the Head of Programmes. He/ She will also work very closely with NRC’s other Core Competencies (the Protection, Education, ICLA, and Shelter, WASH units), to implement joint programmes.

Generic Responsibilities:

  • Line management of Livelihood and Food Security project field staff

  • Contribute to Livelihood and Food Security strategy development, project proposals and provide input on needs and gaps

  • Manage and implement delegated portfolio of Livelihood and Food Security projects (activities, budget and project documentation) as delegated from Head of Porgramme in line with proposals, strategies and donor requirements, and ensure high technical quality

  • Provide regular progress reports to Head of Programme and Head of Operations on status and quality of the implementation

  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist

  • Promote and share ideas for improvement and necessary changes in the activities

  • Ensure capacity building of project staff and transfer key skills

  • Liaise and collaborate with relevant local authorities and other key stakeholders

  • Promote the rights of IDPs/returnees in line with the advocacy strategy

  • Represent NRC in relevant coordination forums 

  • Adherence to NRC policies, guidance and procedures

 

Specific Responsibilities:

 

  • Provide regular progress reports and flag any challenges or implementation delays to the Operations and Programme Unit

  • Ensure all project components are carrying out based on project timeline and plan.

  • Responsible to follow up reported challenges and ensure the solutions are addressed.

  • Coordinate with relevant partners to implement livelihoods and food security projects – including other development and humanitarian organizations, government, and community leaders.

  • Responsible for attending any coordination meeting linked to the program in UN, GOV, INGO.

  • Enhance coordination with relevant governmental departments and ensure data sharing to maintain transparency and accountability.

  • Cooperate livelihood and Food Security field staff in weekly, monthly, and quarterly reports.

  • Follow up with support units in order to track the procurements are going smoothly as planned.

  • Support Head of Programmes in arranging necessary documents required for PRM- on monthly basis.

  • Ensure the required MoVs are uploading to office 365 right after completion of each activity to office 365.

  • Ensure the inclusion of cash-based interventions and marked based programs in country and area-based strategies and their implementation across and within NRC’s core competencies

  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses

  • Performs any other task as assigned by supervisor.

Generic Professional Competencies:

  • 5 years of experience in humanitarian or private sectors on food security and livelihood or relevant interventions 

  • Previous experience from working in complex and volatile contexts

  • Documented results related to the position’s responsibilities

  • Knowledge about own leadership skills/profile

  • Fluency in English, both written and verbal

  • Experience with drafting and managing budgets

  • Strong computer skills (proficiency in Microsoft Office and Microsoft Excel is mandatory)

  • Creativity, curiosity and willingness to try new things and to challenge the status quo

  • A positive and collaborative attitude and willingness to work in a team

  • Experience working with vulnerable communities and people (displaced people, women, and youth).

     

Context related skills, knowledge and experience:

 

  • Should have geographical experience

  • Knowledge of the local language (Pashto)

  • Strong management skills, including personnel and financial management

  • Experience in capacity building and training of staff

  • Experience of proposal and report writing

  • Experience in logistics and administrative management

  • Experience of coordination and advocacy work

  • Political and cultural awareness and experience of working where insecurity is an issue

  • Strong analytical thinking skills (qualitative and qualitative)

  • Advanced computer skills

 

Education:

University degree in Business Administration/Management/Economics/Development/Agriculture

Master's degree is preferred.
