Position Title: National Liaison Officer (International Partnerships)

Under the direct supervision of the Sr Advisor, Multilateral Partnerships & Liaison, in close coordination with the Global Thematic Specialists of the Global Office in DC, the incumbent will support engagement with key regional partners on behalf of the Global Office and in support of IOM operations globally, with the aim of enhancing strategic partnerships and leveraging support for IOM’s mandate.
Strategic Engagement and Partnerships Development:
- In close coordination with the Partnerships, Advocacy, and Coordination (PAC) unit, country offices and regional teams, support priority initiatives to strengthen partnerships with the World Bank, other multilateral development banks, and other international organizations based in Washington, D.C.
- Act as focal point for liaison with the World Bank, other multilateral development banks, and international organizations based in Washington, DC., by engaging in regular briefings and meetings, sharing IOM’s perspectives and inputs, and addressing questions and information requests in a timely and accurate manner.
- Contribute to the development, expansion, implementation, and/or revision of strategic plans, frameworks, and agreements related to partnerships with the World Bank, other multilateral development banks, and international organizations based in Washington, DC., including annual work plans and strategies, and other documents relevant to IOM’s engagement with these specific entities, in coordination with HQ units, ROs and COs.
Technical support to Regional and Country Offices:
- Facilitate coordination efforts with global and key regional entities headquartered in Washington, D.C., including the World Bank, Inter-American Development Bank (IDB), and Development Bank of Latin America (CAF).
- Provide technical assistance to Country Offices in the formalization of partnerships with multilateral development banks and international organizations based in Washington, D.C.
- Support capacity-building initiatives to Global Thematic Units, ROs, and COs on engagement and project implementation related to partnerships with multilateral development banks and international organizations based in Washington, D.C.
- Assist in mapping and monitoring of funding instruments from the World Bank and other multilateral development banks and international organizations based in Washington, D.C., and share this information, as well as best practices and lessons learned, with country offices.
- As delegated by the Sr Advisor, Multilateral Partnerships & Liaison, support partnership engagement with select DC-based entities drawing on the technical expertise as GTS as required.
Event Coordination and Global Advocacy Support:
- Contribute to the organization of events in coordination with the partnerships, advocacy and communication units.
- Monitor opportunities for engagement and share relevant information with the GTS and country offices.
- Perform other duties as may be assigned
EDUCATION
- Bachelor’s degree in Law, Political or Social Science, International Relations, Economics, Finance, or a related field from an accredited academic institution with four years of relevant professional experience; or,
- Master’s degree in the above fields with two years of relevant experience.
EXPERIENCE
- Previous experience working for a multilateral development bank (MDB) is a requisite.
- Demonstrated experience with an international organization and knowledge of the UN and the Inter-American system.
- Demonstrated experience in donor liaison.
- Demonstrated experience in strategic partnerships, business development, or related field, with a proven track record of developing and maintaining successful partnerships.
- Strong network of contacts in Latin America and the Caribbean.
SKILLS
- Excellent communication and negotiation skills, with the ability to engage and influence senior-level stakeholders.
- Ability to work independently and navigate ambiguity in a fast-paced environment.
- Strong strategic thinking and analytical skills, with the ability to translate complex ideas into clear, actionable plans.
- Skill in evaluating the performance of partnerships, using metrics and KPIs to assess impact and make data-driven decisions.
Languages
For this position, fluency in English and Spanish are required (oral and written).
IOM’s official languages are English, French and Spanish.
