1. Organizational Context
a. Organizational Setting
The position is located in the Creative Economy Data Program, Office of the Deputy Director General, Copyright and Creative Industries Sector. The Program supports the development and implementation of measurement tools to assist Member States in designing data-driven creative economy policies through the application of the Creative Economy Data Model (CEDM), capacity-building and technical statistical support.
b. Purpose Statement
The incumbent contributes to the development and implementation of the Creative Economy Data Model (CEDM) across Member States. This includes conceptual inputs, supporting data collection, ensuring data quality, conducting economic analyses, preparing project reports, contributing to capacity-building activities, and developing related publications and promotional materials.
c. Reporting Lines
The incumbent works under the supervision of the Deputy Director and Senior Manager, Office of the Deputy Director General.
d. Work Relations
The incumbent works in cooperation with programs throughout WIPO and cooperates with Governmental and Non-Governmental international and national organizations.
2. Duties and Responsibilities
The incumbent will perform the following principal duties:
a. Coordinate the implementation of the Creative Economy Data Model (CEDM) in selected Member States, providing technical assistance and supporting national stakeholders in data collection and analysis.
b. Develop supporting materials for the application of the CEDM, including guidelines and training content.
c. Provide updates to the CEDM framework, including sector classifications, measurement methodologies and data quality instruments, ensuring consistency across countries and alignment with international statistical standards.
d. Identify, evaluate, and integrate new and alternative data sources to enhance the measurement of creative economy activities.
e. Conduct research and analytical studies on the creative economy across Member States; supporting them in interpreting their data and producing visual and economic reports tailored for policymakers and stakeholders.
f. Manage data collection workflows, ensuring quality control, and maintaining the central creative economy database.
g. Coordinate the work of consultants and external experts, reviewing deliverables and ensuring technical accuracy.
h. Participate in missions, stakeholder meetings and training workshops; prepare briefing documents, background materials, and mission reports.
i. Act as primary liaison with national statistical offices, ministries, academic institutions and cultural agencies to promote the adoption and long-term integration of the CEDM.
j. Represent the Program in relevant meetings and conferences, presenting findings and promoting WIPO’s work on the creative economy.
k. Contribute to the preparation of promotional and communication materials targeting diverse audiences.
l. Perform other related duties as required.
3. Requirements
Education (Essential)
First-level university degree in economics, cultural economics, cultural policy or a related field.
Education (Desirable)
Advanced university degree in economics, cultural economics, cultural policy or a related field.
Experience (Essential)
At least three years of professional experience in experimental research projects related to creative industries at the international level.
Experience in developing and implementing indicators to measure various aspects of the creative economy.
Experience in designing training materials for stakeholder workshops.
Experience (Desirable)
Experience teaching creative economy-related subjects to diverse audiences.
Experience working with UN agencies or international cooperation projects.
Language (Essential)
Excellent knowledge of written and spoken English.
Language (Desirable)
Knowledge of other official UN languages.

Strong data analysis and research skills with the ability to apply both quantitative and qualitative methods to analyze the creative economy.
Capacity to critically engage with creative economy issues across different regional and cultural contexts.
Strong knowledge of creative economy concepts, frameworks and research literature.
Familiarity with cultural and creative statistics frameworks at both policy and research levels and demonstrated experience with national and international statistical procedures and instruments.
Excellent written and verbal communication skills, with the ability to present technical content clearly to a wide range of stakeholders.
Strong organizational and coordination skills, including the ability to work effectively in multicultural environments including cultural sensitivity and adaptability when working with stakeholders from diverse backgrounds.
Strong time management skills and the ability to meet deadlines.
Ability to work both independently and as part of a team.
Job Related Competencies (Desirable)
Familiarity with WIPO’s methodology for measuring copyright-based industries.
Proficiency in working with large and diverse datasets, including the use of spreadsheets, visualization tools, or statistical software such as Excel, Tableau, R, or Python.

Annual salary:
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the September 2025 rate of 90.5%.

Temporary appointments are renewable, subject to continuing needs, availability of budget and satisfactory performance with a maximum cumulative length of two years.
