Job Description

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all our functions.

THE DIGITAL, KNOWLEDGE AND INFORMATION SERVICE (EXD/DKI)

Within the Executive Directorate, working closely with business partners, the Digital, Knowledge and Information Service (EXD/DKI) designs and provides secure digital solutions, IT and information management services and the technologies to deliver efficient corporate services, meet business partners’ needs and to support and enhance the OECD’s global role in building knowledge, communicating with the world and interacting with governments to inform and influence policy-making.

The office of the EXD/DKI Head of Service advises and supports the Head of Service and the Executive Director in defining and implementing innovative strategies to provide cost-effective, business driven digital solutions and services for the Organisation.

In this role, you will manage the team responsible for EXD/DKI work on information technology and project governance, while also overseeing Corporate Reporting, and Project and Portfolio Management functions, and managing the associated staff members.

Qualifications

Main Responsibilities

Governance

  • Ensure effective governance of EXD/DKI portfolios through structured collaboration with EXD/PBF, EXD/DO, EXD/CSI, EXD/HRM, and other relevant areas across the organization.

  • Coordinate and lead monthly governance meetings with stakeholders and support quarterly review sessions with senior management to align on priorities, progress, and risks.

  • Manage unified portfolio oversight for each user area, ensuring transparency, accountability and alignment with organizational goals.

  • Facilitate communication and coordination with responsible leads in user areas, ensuring needs and feedback are incorporated into planning and delivery.

  • Provide regular governance reports and insights to senior leadership, supporting informed decision-making and continuous improvement of governance processes.

Corporate Reporting

  • Develop and implement a corporate reporting framework for EXD/DKI, drawing from industry methodologies and best practices.

  • Introduce, track and refine relevant KPIs, surfacing relevant insights and data to the
    Heads of Division and Head of Service.

  • Oversee the planning, scheduling and delivery of EXD/DKI biweekly corporate reporting.

  • Lead the Unit to address additional reporting and data requests and needs, as necessary.

Project and Portfolio Management

  • Establish and develop the Project and Portfolio Management functions within EXD/DKI, introducing governance frameworks, best practices and industry methodologies.

  • Plan, prioritise and coordinate EXD/DKI portfolio of strategic initiatives and projects, ensuring alignment with the Programme for Work and Budget.

  • Support and mentor Project Managers within EXD/DKI and across business areas, fostering consistency in planning, execution, and delivery.

  • Monitor progress, risks, resources and interdependencies across the portfolio, escalating issues and ensuring timely resolution.

  • Produce and present regular portfolio and project performance reports and insights, enabling evidence-based decision-making and optimal resource allocation.

Team Leadership & Management

  • Work closely with other teams to ensure an integrated cross-practice vision.

  • Provide regular management reporting and key performance indicators.

  • Lead, manage and develop a high-performing team, providing feedback, coaching and development opportunities for team members.

  • Assist in the management of the Division, including preparation of the Unit’s Programme of Work and Budget and the continuous improvement of associated practices.

  • Keep abreast of advances in current and emerging industry trends, related technologies, methodologies and best practices.

Ideal Candidate Profile

Academic Background

  • An advanced university degree in information technology, business administration or a related discipline, or equivalent practical experience.

  • Relevant industry certifications would be an advantage.

Professional Background

  • At least 6 years of experience in a related leadership and/or IT project management role in a comparable international working context.

  • Experience leading and developing high-performing teams in comparable international working contexts.

  • Extensive experience managing and delivering effective corporate-wide IT processes, procedures and their associated frameworks.

  • Demonstrated experience in a professional project coordination and/or IT consulting environment co-ordinating complex, IT projects; assessing and managing risks; ensuring compliance with corporate policies and processes and industry best practices. Demonstrated partner relationship management experience.

  • Professional experience conducting business analysis, identifying trends, proposing and implementing remedial solutions, accompanying change and contributing to continuous improvement initiatives.

  • Professional experience defining and maintaining business metrics/Key Performance Indicators and incorporating theses in management reports for decision making.

  • Proven experience drafting and maintaining official and project management-related documentation (e.g. Statements of Work , Calls for Tender, proposals, policies, user guidance, etc).

  • Proven experience in a role or context requiring rapid mastery of new methodologies, technologies and tools as they emerge.

  • Experience in an international and cross-cultural setting would be preferable.

Core Competencies

  • OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 2); Enable People (Level 2); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 3); Achieve Results (Level 3); Innovate and Embrace Change (Level 3).

  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

  • Knowledge of other languages would be an asset.
