Within this framework, the selected consultant will serve as part of the RCO team and contribute to the implementation of a project funded by the Peacebuilding Support Office’s (PBSO) Partnership Facility. The position incumbent will contribute to strengthening Government–UN–IFI coordination on two critical national processes: the implementation of the Rapid Crisis Impact Assessment (RCIA), designed under Government leadership in 2024 with technical support from the World Bank (lead agency), the United Nations, the European Union, and the Inter-American Development Bank (IDB); and the Recovery and Development Plan 2025–2030, launched in April 2025 with the support of the same partners, and with the IDB acting as lead technical coordinator.

Duties and Responsibilities
The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals (SDGs). As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator, support countries in the achievement of their development priorities and the attainment of the SDGs. The position is based at the RCO in Port-au-Prince, Haiti. The Data Visualization and Analytics Specialist will be a member of the RCO team and contribute to supporting the operationalization of a vision for enhanced Government-UN-IFIs coordination mechanisms in line with the requirements of UN 2.0. He/She will work under the supervision of the Head of the Resident Coordinator’s Office in Haiti and in close collaboration with the Economist/Development Coordination Officer in the RCO, and other key RCO personnel and consultants. In response of the overlapping crises, the United Nations Resident Coordinator’s Office (RCO) in Haiti is seeking to strengthen data-driven analysis and strategic coordination to support evidence-based, joint decision-making. This effort is intended to enhance collaboration across platforms that bring together the Government of Haiti, the United Nations system, international financial institutions (IFIs), and other development partners. The position incumbent will contribute to strengthening Government–UN–IFI coordination on two critical national processes: the implementation of the Rapid Crisis Impact Assessment (RCIA), designed under Government leadership in 2024 with technical support from the World Bank (lead agency), the United Nations, the European Union, and the Inter-American Development Bank (IDB); and the Recovery and Development Plan 2025–2030, launched in April 2025 with the support of the same partners, and with the IDB acting as lead technical coordinator. The project aligns with the Facility’s core objective of advancing strategic partnerships between the United Nations and IFIs in crisis-affected contexts. Key priorities include the deployment of dedicated analytical capacity and resources to support shared assessments, data integration, and joint analytical processes (including “deep dives”), to foster a common understanding of multidimensional risks, drivers of fragility and conflict, and critical gaps in planning, resource allocation, and programming. The project aligns also with SDG 17.18 and 17.14, the Cooperation Framework 2023-2027 of UN Haiti Office and UN 2.0 vision. Responsibilities The Data Visualization and Analytics Specialist will contribute to the contextual adaptation of a multi-source data platform for Haiti. This platform will serve as a strategic tool to improve joint analysis, inter-agency coordination, planning, and evidence-based decision-making across the UN system, IFIs, and Government counterparts. Under the guidance of RCO Management and in close collaboration with RCO personnel and technical consultants developing the backbone architecture of the platform, the incumbent will contribute to the execution of a workplan structured around the following interconnected workstreams. 1. Data Collection, Integration, and Quality Assurance Support the adaptation of the platform’s architecture to the Haiti context, leveraging innovations in big data and AI across the Humanitarian-Development-Peace Nexus. Lead the automation of data pipelines and ETL workflows for ingesting structured and unstructured datasets from UN agencies, IFIs, and Government sources. Contribute to the design and operationalization of an enhanced repository for Government-UN-IFIs use. Establish and enforce metadata standards, data interoperability protocols, and data governance frameworks aligned with UN system-wide policies. Ensure data quality, consistency, and integrity through standardized validation mechanisms and documentation of data workflows and methodologies. Optimize storage and data processing infrastructure to ensure system scalability and responsiveness. Maintain technical and functional documentation to support platform continuity and knowledge transfer. 2. Coordination, Support and Information Dissemination Design and deliver high-impact visual and analytical products—dashboards, infographics, spatial maps—using tools such as Power BI, Tableau, QGIS, and D3.js. Produce tailored executive-level presentations and briefings. Develop automated, periodic information products (alerts, reports, dashboards) highlighting key trends, risks, and opportunities to support cross-institutional coordination and situational awareness. Translate technical analyses into user-friendly content for coordination platforms, including UNCT, and joint Government–partner mechanisms. Provide technical support and training to data clerks, RCO staff, and counterparts on platform use, data management, and analytics tools. 3. Real-Time Analytics, Predictive Modelling, and Joint Planning Collaborate with RCO teams to identify analytics needs and produce tailored visualizations for the real-time monitoring of humanitarian-development-peace indicators using platforms such as Python (Scikit-learn, TensorFlow), R, and Jupyter Notebooks. Design predictive and foresight models using machine learning and statistical methods (e.g., random forests, clustering, regression) to inform decision-making processes of the coordination secretariat. Automate analytics and reporting processes to streamline analytical workflows Contribute to strategic reports, scenario-based briefs, and decision-support tools to inform priority-setting and joint planning among the UN, IFIs, and Government.
Qualifications/special skills
University degree (master’s degree or equivalent) in computer science, data science, analytics, statistics, information management, economics, econometrics or a related field or a combination of relevant certificat in data science related field, is required. Minimum Five (5) years of progressively responsible experience in using data to advance decisions, strategies and execution, is required. Demonstrated expertise in applying advanced data science techniques, including big data analytics, machine learning, and artificial intelligence, to support predictive modelling, foresight, and strategic decision-making, is required. Proven experience working with cloud platforms (AWS, Azure, or GCP) for data hosting, computation, and integration workflows is highly desirable. Proficiency in some of the tools or with similar functions such as Power BI, Tableau, R, Python (Pandas, Scikit-learn, TensorFlow), SQL, and ETL frameworks is highly desirable. Experience demonstrated in contributing to the production of high-impact, data-rich analytical outputs, such as strategic briefs, scenario-based planning documents, or evidence-based policy reports, for decision-makers in multilateral or governmental contexts, is desirable. Familiarity with the institutional, socio-economic, and political context in Haiti or experience in development or crisis contexts, particularly in fragile or low-capacity settings, is desirable. Experience in working with or supporting United Nations entities, international financial institutions, government institutions or consulting firms, is desirable. Experience with the operational frameworks of the World Bank and/or IDB is desirable.
