Description for Internal Candidates

Background

UNDP Serbia supports the Government of Serbia to comply with international conventions and European Union regulations on climate change, adaptation and mitigation, emission-reduction, and promotion of the transition to low-emission and climate-resilient development. Within the Environment and Climate Change portfolio, UNDP work includes assisting the Government in creating a stable and functioning framework in order to meet the requirements under the Rio Conventions (UNFCCC, UNCBD, UNCCD).

The European Green Deal and the Green Agenda for the Western Balkans offer a blueprint for joint action to tackle the challenges of the green transition. The Green Agenda was shaped into regional action through the Sofia Declaration and the Action Plan for the Implementation of the Sofia Declaration on the Green Agenda for the Western Balkans 2021 – 2030.

The green transition requires a cross-sectoral approach and broad societal participation to trigger transformative change. In line with this ambition, the “Green Agenda for Serbia” project funded by the EU, was designed to build broader engagement and participation. The project objective is to contribute to the efficient, inclusive, and sustainable implementation of the Green Agenda by improving the strategic and legislative framework, co-financing the implementation of innovative pilot projects, and mobilizing additional financing for scale-up investments. In this way, the project will contribute to the green transformation of the economy and society in Serbia. The project will also contribute to the decarbonization of the economy and achievement of the Paris Agreement goals, reducing environmental pollution (air, soil, and water) and support the alignment of Serbia’s regulatory framework with the EU acquis in following five pillars of the Green Agenda:

  1. Climate action, decarbonization, energy efficiency, and green industries;
  2. Circular economy for resource efficiency and industrial symbiosis;
  3. Depollution of the environment with a strong focus on air quality;
  4. Protecting and investing in biodiversity and ecosystems;
  5. Sustainable food systems for sustainable rural livelihood.

The purpose of this role is to provide ongoing technical and policy support to the Ministry of Environmental Protection in the development and implementation of a deposit return system for packaging waste. This support will ensure continuous alignment with EU legislation, circular economy objectives, and extended producer responsibility principles. The service will involve the regular assessment of policy and regulatory gaps, analysis of the environmental impacts of packaging waste, and the integration of national priorities with relevant EU strategies and directives. The provider will work in close and continuous collaboration with the UNDP Project Manager to ensure coherence, responsiveness, and long-term effectiveness of the support provided.

Duties and Responsibilities

The Technical Analyst - Waste Management will operate within the framework of Climate Change and Environment Portfolio. Under the direct guidance of the Project Manager, the Technical Analyst shall be expected to perform the following tasks: 

  • Research and analyze information on the international trends, national development policies, strategies and programmes, priorities of national partners and international donors related to establishing and operating deposit system; 
  • Lead stakeholder consultations with the Ministry of Environmental Protection, producers, distributors, municipalities, waste operators, Serbian Chamber of Commerce and other relevant stakeholders; 
  • Based on the analysis of programmatic documents and consultation with the key stakeholders, identify the main problems and shortcomings and entry points, including the country institutional and expert capacity to plan and implement effective measures to manage the deposit system in Serbia;
  • Identify opportunities of funding the deposit system in Serbia;
  • Draft 5-year Road Map aiming to tackle deposit system problems in the country including initial estimations of resources required (financial, people etc.) and their source. Facilitate consultation on the draft Road Map with national partners;
  • Support the Ministry of Environmental Protection in development of policy documents and legislation related to deposit return system for packaging waste;
  • Contribute to monitoring and evaluation tools, indicators, and data collection frameworks;
  • Provide support in organizing workshops, meetings, and public consultations;
  • Support capacity-building, training materials, and awareness-raising initiatives; 
  • Prepare information material on deposit return system as requested by UNDP Project Manager; 
  • Produce periodic progress reports, policy briefs, and recommendations.

Support the Project Manager and Project Coordinators in the partnership building, such as:

  • Maintain good cooperation and coordination between national counterparts, project’s partners and other relevant stakeholders;
  • Maintain regular contacts with beneficiaries, and service providers to ensure relevance and quality of projects’ outputs;
  • Support activities related to assessing capacities and needs of government organizations and partners, in close collaboration with national counterparts at both central and local level.

Support the following logistics and administrative activities:

  • Compile data for project management;
  • Draft correspondence on project issues, as required;
  • Prepare official correspondence;
  • Ensure full compliance of activities with UNDP rules, regulations and policies;

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Institutional Arrangement

The Technical Analyst - Waste Management will work under the overall guidance and supervision of the Project Manager for Green Agenda related projects.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in natural, environmental, law, economy, or relevant field. OR
  • A first-level university degree (Bachelor´s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. 
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in waste management, environmental policy, circular economy, or related areas.

Desired skills:

  • Experience of effective partnership development with national counterparts, international development partners and relevant stakeholders 
  • Good proficiency in MS office
  • Ability on drafting, presentation and reporting skills. 
  • Strong analytical and research skills, with the ability to translate complex technical and policy information into practical guidance and recommendations.
  • Proven experience in designing, advising on, or implementing extended producer responsibility (EPR) schemes at national or regional level.
  • Solid knowledge of EU environmental and waste-related legislation, particularly the Waste Framework Directive, Packaging and Packaging Waste Directive, and Circular Economy Action Plans.
  • Experience in facilitating multi-stakeholder consultations, especially with government bodies, private sector, and civil society.
  • Proven experience in drafting policy documents, road maps, and strategic plans in the field of waste management or environmental governance.

Languages:

Fluency in Serbian and English is required..
