The Amazon Forever Program mobilizes public and private resources to forge and implement sustainable and inclusive development models based on human capital, natural wealth, and cultural heritage of the Amazon region. The program's cross-cutting themes are: human capital, sustainable agriculture, forest management, bioeconomy, infrastructure and sustainable cities, institutional strengthening, forest conservation, and gender and diversity. One of the main objectives of the Program is to promote gender equality and identity development of indigenous peoples in the Amazon.

One of the objectives of the Technical Cooperation "Strengthening the participation and inclusion of Indigenous Peoples, Afro-descendants, and Traditional Communities (PIACT)" is to achieve its effective implementation through continuous dialogue with the PIACT of the Amazon.

About this Job Position

We are looking for a consultant to develop a comprehensive analysis of the level of participation of PIACT in the value chains of Amazon bioeconomy products, the barriers they face, and the opportunities to improve their involvement and benefits in these chains. This information will help inform the design, planning, and execution of the Amazon Forever Program’s initiatives to improve the participation and benefits of bioeconomy for PIACT.

You will work with Verónica Tejerina, who is part of the Amazon Coordination Unit (CSD/ACU), in the Climate Change and Sustainable Development Sector of the IDB. This team is responsible for implementing the Amazon Forever Program.

Part 1: Gaps analysis and Database

Analyze the participation of PIACT in bioeconomy value chains in the Amazon with potential for sustainable development and the generation of income and jobs opportunities, including at least the following productive lines:

    • Sustainable agriculture and agroforestry
    • Non-timber forest products (NTFPs)
    • Sustainable fishing and aquaculture.
    • Small animal production
    • Sustainable tourism
    • Biotechnology and natural cosmetics.
    • Handicrafts.
  • Develop a database of bio-entrepreneurships and their products (by productive line) in which PIACT from the Amazon region participate (companies, businesses, associations, communities, cooperatives, among others). The database will include information on: basic data about the entrepreneurship, species, type of product or service, total production capacity, sales/export volumes (supply/demand), expenses, income, number of PIACT producers benefited, number of jobs generated for PIACT population, potential for mitigating CO2 emissions (proxy: hectares of protected forest), geographical location of bio-entrepreneurships (coordinates in degrees/tenths of degrees. Datum: WGS84), classification of environmental/social risk, relationship with ISIC codes (International Standard Industrial Classification), among other quantifiable variables.
  • Identify the variables that explain the participation gaps of PIACT in different bioeconomy value chains including: education, soft skills, access to natural and productive resources, access to productive capital and financial services, access to technology, access to markets, ethnic discrimination, language, geographical location, among other variables of interest.

Part 2: Diagnosis of PIACT Participation in 4 Prioritized Value Chains

  • Identify at least 4 bioeconomy products from the Amazon with the greatest scaling and benefit potential for PIACT - based on a rigorous analysis of the generated database.
  • Develop diagnostics of PIACT participation in the value chains of the 4 selected bioeconomy products (1 diagnosis per value chain), identifying key stakeholders in the entrepreneurship ecosystem and their role in the value chain, production processes, and barriers they face. The diagnosis will include the following information: product description, value chain stages (PIACT participation gaps per stages), supply and demand analysis, type of technology, innovation opportunities, productive resources (soil, forests, infrastructure, PIACT productive assets), potential for emissions mitigation (proxy: hectares of protected forests), job opportunities for PIACT, distribution of benefits, women's participation, environmental and social risks (+ mitigation measures).
    The mapping of stakeholders participating in the entrepreneurship ecosystem (including companies, laboratories, universities, banks, credit unions, associations, communities, local governments, NGOs) must include corresponding georeferencing.
  • Recommend specific actions to improve PIACT participation in the analyzed value chain (areas: financial, administrative, trade, marketing, capacity building, technical training, technological equipment, among others) with an estimate of the required investments.
  • Illustrate graphically the value chain processes indicating opportunities for greater participation and benefits for PIACT.
  • Develop each diagnosis in no more than 20 pages.
  • Develop a summary (two-pagers) for each analyzed value chain.
  • Present the final results of the consultancy (PPT).

What you’ll need:

  • Education: Master's degree in economics, environmental sciences, or social sciences.
  • Experience: At least 10 years of progressive experience in similar projects, including economic research or business analysis focusing on bioeconomy. Experience working with indigenous groups and/or organizations, companies, governments, or civil society organizations in the Amazon. Experience and knowledge in managing environmental and social risks in economic development projects. Desirable knowledge of Environmental and Social Risk Management Systems for financial institutions.
  • Languages: English.

  • Citizenship: You are a citizen of one of our 48 member countries.
