Job Description


Organizational Setting

FAO Afghanistan is investing across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2024-2026, FAO will continue to implement emergency and longer-term, resilience-building projects and programmes in the context of the UN Strategic Framework for Afghanistan (UNSFA) and the Humanitarian Needs and Response Plan. 


There are a total of three (3) positions, with duty station: (2) Bamyan, and (1)Herat. 


Reporting Lines

The incumbent will work under the overall guidance of the FAOR (FAO Representative) in the country. S/he will be work under the direct supervision of the Head of the Regional Office, who will be responsible for all day-to-day operational support and may be required to coordinate with the International Professional (Security) or Local Security Assistant or any other person as may be assigned. As and where appropriate, the performance evaluation may be done by the direct supervisor with inputs from the International Professional (Security) or the designated professional.


Technical Focus

Provision of security services to the FAO premise.


Tasks and responsibilities


•    Patrol and maintain security of office premises and grounds including overnight guards duties as required; reporting any irregularities;
•    Access control admission of visitors by properly checking their Identity cards;
•    Respond to emergencies affecting safety of the premises and notify direct supervisor;
•    Open and close the office building during the working hours;
•    Check to make sure that all office equipment, lights etc. are working properly and turn them off after working hours;
•    Attend radio calls, take messages and keep track of all road missions;
•    Keep record of incoming/outgoing messages;
•    Maintain and keep track of communications with field missions;
•    Maintain update directives and security personnel lists;
•    Assist in ensuring that all VHF and HF radios are in good working condition;
•    Liaise with LSA/Security unit on a daily basis regarding radio room activities;
•    Liaise as necessary with the Head of Regional Office, Local Security Assistant, DfPS (if deployed to the office), police authorities, fire service and other emergency services;
•    Report for duty as and when necessary (on call);
•    To receive incoming document with the observance of the safety measures and should be carefully examined, when necessary by metal detector;
•    To receive visitors and incoming telephone calls and ensure that the correct messages are taken and delivered to appropriate staff member;
•    Ensure that the security guidelines and recommendations are being properly followed by staff;
•    Perform any other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements    

•    Secondary School Qualification;
•    A minimum of five (5) years relevant work experience with the UN or an International Organization; 
•    Working knowledge (level C) of English;
•    Excellent knowledge of local languages (Pashto and Dari), both spoken and written;
•    National of Afghanistan

Technical/Functional Skills

•    Good knowledge of premise security requirements and procedures; 
•    Familiar with the use of various security screen equipment and the applicable procedures; 
•    Ability to remain calm and effectively manage and respond during emergency situations/security incidents; 
•    Strong understanding and familiarity with the local context including strong awareness of the relevant security situation; 
•    Ability to establish and maintain good working relations with other staff/colleagues from different cultural backgrounds and with relevant counterparts.


Selection Criteria


•    Security Guard Training will be considered as an advantage.
