JOB SUMMARY

Under the leadership of the respective Financial Portfolio Manager the Accountant will manage their assigned portfolio, demonstrating a thorough knowledge of relevant Accounting Standards; financial management; governance procedures, and other policy guidelines of the Organization.

Partner with assigned business units by providing sound financial management to support the achievement of Organisational goals.

DUTIES AND RESPONSIBILITIES

  • Contribute to the operational and financial planning of the Finance unit work-plan.
  • Partner with business units to support and manage their AWPB and Mid-Term Review processes.
  • Assign tasks and provide effective supervision to the Accounting Assistants to deliver on the work of the Unit.
  • Contribute to the performance evaluation of Accounting Assistants
  • Provide guidance to Accounting Assistants to support their continuous development
  • Ensure timely issuance of invoices, payment reminders, and statements of account to customers and suppliers.
  • Review payroll ensuring that all the necessary statutory deductions and other provisions are made.
  • Manage the cash flow of the assigned business units through regular monitoring of bank accounts and preparation of cash flow projections as required.
  • Partner with the Asset Manager to ensure that the Organisation’s assets are efficiently managed.
  • Partner with the Portfolio Management Office to lead the successful delivery of projects.
  • Manage the reporting on the financial activities of the business units, within agreed timelines and in accordance with relevant agreements and guidelines, this includes:
    • Reporting to donor agencies on the financial activities of the various projects assigned;
    • Reporting to the Project Implementation Teams and PSC on the financial performance of the various projects assigned;
    • Reporting monthly project expenditure to the Project Management Office;
    • Reporting quarterly income and expenditure to Programme Management Unit for the Commission’s quarterly reports;
    • Preparing financial statements for the business unit's external audits.
    • Preparing year-end statements for the consolidated financial statements.

  • Efficient management of customer and supplier accounts, ensuring documents are duly authorized.
  • Ensure the proper accounting and recording of counterpart contributions for donor-funded projects where applicable.
  • Efficiently manage the budgets of assigned business units.
  • Partner with procurement to efficiently drive the procurement of external auditors.
  • Facilitate evaluations, external missions and audits by the funding agencies, and assist with the analysis and implementation of relevant conclusions and recommendations.
  • Contribute to the development of policies to support the work of the Unit and Organisation where required.
  • Build strong internal and external relationships to drive the work of the Organisation.
  • Perform any other related duties as assigned by Management or the Chief Financial Officer.

QUALIFICATIONS AND EXPERIENCE

  • Completed Second level ACCA or equivalent
  • 3 years’ experience managing all aspects of the accounting function up to reporting stage.
  • Experience with the management of donor-funded projects as well as knowledge of government accounting procedures in OECS Member States would be an asset.
  • Excellent knowledge of accounting and financial processes (budgeting, financial reporting etc.)
  • Strong data analysis and forecasting skills.
  • Working knowledge of MS Office and accounting software.
  • Strong organizational skills with the ability to prioritize.
  • Excellent communication and interpersonal skills.
  • Attention to detail and problem-solving ability.
  • Ability to evaluate existing strategies, processes, and tools and recommend improvements where applicable.
  • Positive and pragmatic approach to achieving results.
  • Ability to exercise sound judgment and initiative.
  • Strong negotiation and decision-making skills.

TERMS OF APPOINTMENT

JOB LOCATION

The OECS Commission is headquartered in Castries, Saint Lucia. The position of Accountant is stationed at the OECS Commission headquarters.

BENEFITS

The position is on a fixed-term establishment. The OECS Commission offers a competitive compensation and benefits package which will be commensurate with qualifications and experience.

The incumbent will be eligible for membership in the Organisation’s non-contributory Group Health and Life Insurance Scheme.
