Treasury Asset and Liability Operations (TREAL) is the unit responsible for delivering on a range of operations functions supporting the funding, investment, and ALM portfolios for internal World Bank Group (IBRD, IDA, MIGA, and Trust Funds) entities. In addition, the team supports the investment portfolios for a growing roster of more than 60 client entities in domestic and international markets.  The team provides integrated and end-to-end support for all trade execution and portfolio servicing activities including trade review, settlement and documentation, corporate actions, options monitoring, portfolio servicing, and cash and collateral planning across a range of products including bonds, swaps, repos, deposits, carbon credits, and exchange-traded derivatives. In performing these functions, the team works closely with internal partners and market counterparts as well as external service providers such as technology vendors, custodians, futures commission merchants, clearing systems, and paying agents. In addition to these day to day responsibilities, the team leads the implementation of new products, markets, and business-related technology solutions. TREAL also collaborates with partners across TRE to participate in capacity building for clients in its areas of expertise. TREAL staff members are currently located in the Bank’s Washington DC headquarters and Shared Service Center in Chennai, India, and Sofia, Bulgaria.

The Manager of TREAL is seeking a dynamic individual who combines exceptional technical expertise and people management skills to oversee the TREAL Capital Markets Operations (TREAL-CM) team. The supports more than $ 300 billion and 500 billion in outstanding debt and derivatives transactions respectively for the IBRD, IDA, and client portfolios. In addition to supporting the day-to-day operations, TREAL-CM leads the research, coordination, and implementation of new products and markets across TRE, Finance Partners, LEGFI, and ITS. The team has a heavy focus on, and takes a leadership role in, evaluating and deploying the latest products and technologies (like CBDC, blockchain, AI, robotics, etc.) to create efficiencies, reduce risk, and advance thought leadership amongst WB’s peers and clients.
  
Duties and Accountabilities:

Strategic Leadership:
• Serve as the team lead for the TREAL-CM team working in close collaboration with the leads of the other TREAL sub-teams.
• Supervise team co-located in Washington D.C., Chennai, and Sofia responsible for a range of functions and activities described above. 
• Oversee the work program and deliverables of the team, with overall responsibility for the quality, accuracy and timeliness of the team’s work product.
• Lead the team’s representation, participation and input in projects and initiatives that involve the functional areas and products that the team supports.
• Build and maintain strong relationships with colleagues internally (including the trade execution desk, client engagement managers, and colleagues across Treasury Operations (TREOP) and the WB), as well as with external clients, market counter parts, custodians, and Issuing and Paying Agents. Collaborate across internal and external organizational boundaries in finding solutions and delivering results.

• Work together with the TREAL-CP and TREAL-IM team leads to provide regular updates to the TREAL manager on emerging business trends, client needs, client feedback, operational issues, team initiatives, staff members’ concerns, and other team-related matters and activities.

People Supervision:
• Support the TREAL Manager in helping set performance expectations for the CM team and provide feedback to the manager on staff members’ performance and talent reviews.
• Ensure regular, systematic and transparent communication with the TREAL Manager, team members, and TREOP management team and colleagues on emerging business and operational concerns, upcoming projects, as well as ongoing initiatives and significant day-to-day operational issues.
• Help develop staff members’ career by providing timely feedback and coaching on skills, competencies and/or experience gaps. Identify and communicate such gaps to staff members.
• Engage with staff to design and execute an appropriate and effective professional development plan for each team member.
• Mentor, coach and develop team members and enable staff to maximize their skills and competencies towards delivering on the team’s work program and in growing their long-term careers.
• Effectively prioritize and delegate work assignments within the team.

Client Service:
• Prepare and coordinate responses to internal and external client queries and concerns and provide programmatic and ad-hoc technical assistance.  
• Proactively advise and consult with WB stakeholders to address emerging concerns and ongoing operational issues.
• Develop and implement solutions that help create positive experiences and interactions with the team’s clients and counterparts.
• Conduct proactive and sustained outreach to clients, key business partners, and other WBG teams to keep abreast of emerging industry trends and WBG initiatives that will impact the team’s functions and client service.

Technical:
• Apply subject matter expertise and business knowledge over the team’s core functions and activities to provide sound advice and recommendations to the TREAL manager, managers in the Capital Markets & Investments department, team members, and other stakeholders.
• Play a lead role in the development and implementation plans for new capital markets and ALM products.
• Apply expertise, knowledge and experience to continuously improve the effectiveness and efficiency of the team’s people, systems, and processes.
• Apply technical expertise and experience to evaluate the short- and long-term implications of emerging industry trends and technology and Bank wide projects and initiatives over the team’s functions and activities.
• Ensure the consistent interpretation and application of internal risk & controls framework requirements across the team’s processes and work program.
• Work with team members, ITS colleagues, WBG colleagues and external partners to introduce, develop and implement process improvements and best practices in the team’s daily operations and work program.
• Promote and foster the use of new technologies like AI, RPA, MS Power Apps, Python, Blockchain and emerging business opportunities like Central Bank Digital Currency to create efficiencies, help member countries, and advance TREAL’s leadership amongst peers and clients.   

Note: The selected team lead will be part of the TREAL leadership team and with responsibilities beyond the core functions of the CM team. The organizational structure within TREAL may change from time to time. It is expected that the work program of the selected team lead will adapt and evolve accordingly and will not be limited to functions and responsibilities as defined above or to the CM team only. The selected candidate will also need to be flexible in their work hours to be able to connect with and lead teams in other locations and time zones.

Selection Criteria

1. Master’s degree in finance, management, or related field (Computer Science / Information Systems, Finance, Mathematics) with 8 plus years of relevant experience in the financial services industry, preferably with middle office operations; or bachelor’s degree in finance, management, or related field with extensive (10 years plus) directly related business experience. Business-related certifications are a plus (CFA, CPA, CA, CTP or equivalent).  
2. At least three years of WB Treasury or related support experience and excellent knowledge of and familiarity with treasury business lines and operational functions, including capital markets operations, collateral management, and cash management. 
3. Deep understanding of financial instruments including bonds and swaps. 
4. Proficiency with one or more treasury IT systems (e.g. Murex, Quantum, Bloomberg, etc.) is required. 
5. At least two years of successful team or project leadership and supervisory experience.
6. Experience working with TRE’s clients, and strong relationships with market counter parts, agents, and custodians.   
7. Ability to deliver technical and team leadership and to exercise sound judgment in a large and complex multinational setting.
8. Ability to streamline processes and carry out critical control procedures to a high degree of professionalism.
9. Ability to supervise an offshore team and be familiar with the benefits as well as challenges associated with running a team of staff located in separate time zones (US, India and Bulgaria).
10. Experience in delivering high quality services within a client-focused environment.
11. Experience in managing and implementing change in a fast-moving industry that requires the team to improve continuously.
12. A sound understanding of industry practices and current developments in capital markets operations.
13. Possess the professional stature to lead technically strong teams, and to interact directly with external counterparts and internal colleagues including trading desks, legal, accounting, and technology teams.
14. Excellent interpersonal communication and presentation skills, including the capacity to communicate and discuss complex technical issues in simple terms both verbally and in writing.
15. A very high degree of self-motivation and drive to high performance, while instilling a culture of fun and care in the workplace.
