DUTIES AND RESPONSIBILITIES

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Following the 17th CREWS Steering Committee, several key decisions were made on ensuring stronger alignment with the UNSG's Early Warning for All Initiative and enhancement of the CREWS modalities to be more fit-for-purpose and agile in the continuously evolving international environment.
Two key decisions made were on the CREWS Private Sector Engagement and on the CREWS Partnerships Strategy:

a) The Steering Committee invites the CREWS Secretariat to continue consultations on the draft Operational Procedures on Private Sector Engagement and to circulate a revised version for an online review and approval prior to the next meeting;

b) The Steering Committee requests the Secretariat to develop a CREWS Partnership Strategy, in consultation with relevant partners including SOFF, with modalities to: (i) strengthen the programmatic role of the Early Warning for All pillar leads, namely the International Federation of Red Cross and Red Crescent (IFRC) and the International Telecommunication Union (ITU) and other potential partners; (ii) Systematize, structure and replicate the twinning of National Meteorological Offices in CREWS projects and to promote south-south cooperation for CREWS country programmes through regional intergovernmental organizations.

ACCOUNTABILITIES/RESPONSIBILITIES

Under the direct supervision of the Head of the CREWS Secretariat, the consultant will perform the following duties mainly on Partnerships, Private Sector Engagement and provide additional support to the re-launch of the CREWS website.

a) Collect information from WMO on examples and modalities of twinning arrangements with the National Meteorological Offices in CREWS projects and advice on how these can be formalized and systematized at the initiative level;

b) Explore and facilitate MOUs with selected CREWS strategic partners from the CREWS Members and Observers which support CREWS operations;

c) Prepare and monitor a workplan, in consultation with the CREWS Secretariat and Implementing Partners on the piloting of the operational procedures in selected CREWS projects;

d) Participation in discussions on structure and content of the CREWS website;

e) Provide inputs to the content of the CREWS website;

f) Support CREWS secretariat in facilitating the re-launch of the CREWS website.

DELIVERABLES AT THE END OF THE CONTRACT:

1. Output: Report on at least 2 MOUs agreed with selected strategic partners.

2. Output: Workplan and report on progress of workplan implementation on roll-out of the CREWS Private Sector Engagement Operational Procedures.

3. Output: Report on inputs and progress of the re-launch of the CREWS website.

QUALIFICATIONS

Education An advanced university degree in economics, finance, international development.

Experience • At least 10 years of professional experience in international development and cooperation. • At least 10 years of practical experience in resource mobilization and partnerships for development programmes particularly in LDCs and SIDS. • Previous experience in stakeholders engagement, including with the private sector. • Excellent skills and track record in producing high-quality reports, reviews, assessments, using several sources of information. • Excellent skills and track record in facilitating consultations both at strategic and technical levels.

Other requirements • Knowledge and experience with CREWS is an asset.

Languages Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

Additional Information:
Travel is not included in this contract. It will be discussed on a case-by-case basis.
