DUTIES AND RESPONSIBILITIES

BACKGROUND OF THE ASSIGNMENT:
The main focus of the CREWS Chad project is to build the capacity of the National Meteorological and Hydrological Services and strengthen their cooperation with agriculture, food security, civil protection, humanitarian stakeholders and the media, to support warning systems. This is being achieved through developing capabilities in data management, observation networks, archiving and monitoring observation data, setting up forecasting tools, as well as strengthening the interface with users.
The objectives of the consultancy for 2024 are:
(1) Mobilizing resources from other projects -Lac Tchad (LCBC/WMO); PILIER (WB); AICRM (IFAD); EW4All (UNDP) ; SOFF (Austria / WFP) - to ensure continuous improvements as well as operation and maintenance of all systems (observing networks, IT, data management and processing, etc.) after closure of PROPAD (WB) and PNA (UNDP) projects;

(2) Setting-up a joint forecasting service (ANAM/DRE) for meteorology and hydrology;

(3) Setting-up an operational rainfall estimation program based upon the use of cellphone towers' signal attenuation;

(4) Digitizing historical climate and hydrological records (1904 to 2023);

(5) Supporting forecast and warning dissemination at local level in pilot zones (with participation from Chad Red Cross);

(6) Adopting ANAM strategic plan.

DUTIES AND RESPONSIBILITIES:
Under the supervision of the Head, Technical Coordination and GFCS support unit (TCG), Services Department, the incumbent will support different projects and perform the following duties:
1. Updating, with the project focal point, the project monitoring tool and project virtual library with ToRs, reports, etc.;

2. Conduct meetings with (i) national focal points and staff involved in provision of early warnings in Chad, (ii) staff in WMO and implementing partners (see contacts - ANAM, DRE, Météo-France, ANACIM Senegal, DGM Morocco, AEMET/BSC), (iii) key partners implementing projects in support of early warning systems in Chad (UNDP) and (iv) users (contacts to be provided by ANAM);

3. Drafting and review of technical specifications and terms of references for priority activities;

4. Organize missions for project backstopping;

5. Contribute, with other consultants, to the WMO Strategic Planning Community of Practice (CoP) and updating of the NSP/ QMS spreadsheet - 3 days:
a. Participate in a 3rd meeting to strengthen the membership and Member support from the CoP (strategic planning, QMS, legal framework);
b. Assist NMHSs in extracting lessons learned from Mauritania and Senegal, to capitalize on strategic planning, QMS and institutional strengthening instruments.

6. Coordinating the reporting to the donor (CREWS) - 10 days.

The following documents - with links to deliverables corresponding to the duties listed above - will be provided to WMO:
- Inception report, by mid-April 2024;
- Mid-term report, by mid-June 2024;
- Final report, by Sep 2024.
QUALIFICATIONS
Education
Degree in meteorology, business administration or a field relevant to supporting national meteorological and hydrological services (NMHSs).
Experience
Experience with NMHSs of Chad. Minimum 10 years of experience in supporting technical and institutional aspects of NMHSs capacity development and implementing projects.
Languages
Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Additional Information:
SALARY: 620$ - 750$ net of tax per day.
