Job Description

ORGANIZATIONAL SETTING

The ICAO Programme for Aviation Volunteers (IPAV) provides a framework for the deployment of aviation professionals, working as volunteers, to respond to emergencies affecting the aviation system in a State, to develop capabilities in the implementation of ICAO SARPs, and to foster self-reliance and growth. Volunteerism is universal and has been used as a powerful tool to make significant contributions to economic and social development. As with other volunteer programmes, volunteerism in the aviation sector seeks to accomplish the goal of bringing benefits to both the client States and the volunteers. The client States will benefit from the wealth of experience of the volunteer. The volunteer on the other hand will have the opportunity to maintain and possibly update his/her skills and make valuable contributions to the development of civil aviation. Activities under this programme are intended to complement other initiatives that address the challenges faced by some States in meeting their obligations under the Chicago Convention.

The ICAO Programme for Aviation Volunteers, is part of a larger ICAO strategy for assisting States in addressing shortcomings identified during audits, in order to achieve high levels of effective implementation of ICAO SARPs.

Under the direction of the Director, Technical Cooperation Bureau/ICAO, the Field Operation Section is the responsible for the strategic planning, development, execution, evaluation of Projects in TCB. The Section assists with the identification of priority development requirements across civil aviation and with technical cooperation to recipient States. It carries out resources mobilization with multilateral and bilateral development partners and industry and develops regional and country specific technical cooperation programme and projects. The Section executes these programmes and projects in accordance with the polices of ICAO.

DUTIES

May include some, or all, of the elements listed below in advising and assisting with:

1. Review and revise detailed regulations concerning the operational certification and surveillance of operators.

2. Establish and oversee the initial operation of a Flight Operations Department, including:

a) the issuance of air operators certificates to operators;

b) the regular operational surveillance of certificated operators;

c) the approval of operational procedures, manuals and equipment for carriage on board aircraft; and

d) the development of written procedures which will ensure that inspections are carried out in a uniform manner.

3. Provide guidance and on-the-job training in the above duties to national counterparts.

4. Perform other related duties as may be required.

QUALIFICATION REQUIREMENTS

  1. A first level university degree in an aviation related field is required
  2. Airline transport pilot license (ATPL) is required
  3. Certificate in ICAO’s Universal Safety Oversight Audit Programme, Continuous Monitoring Approach (USOAP CMA) Computer Based Training (CBT) course before taking up the assignment
  4. At least 9 years extensive flight operations experience at a management level in a civil aviation administration, airline or similar aviation-related organization.
  5. Previous experience in flying a modern large aircrafts is desirable.
  6. Experience in providing training and/or conducting seminars and workshops in an aviation-related discipline, preferably related to international obligations and government regulation of air transport and specifically relating to aircraft operations certification and supervision.
  7. Proven experience in handling legal responsibilities related to the issuance of documents by a CAA under State of Operator, relating to supervision of flight operations is desirable
  8. Previous experience in managing the procedures for granting air operator certificates and the subsequent regular surveillance of operators is required.
  9. Previous experience in developing policies, manuals, standard operating procedures and or aviation regulatory frameworks
  10. Experience in liaising with outside agencies to whom some tasks concerning operational surveillance may be contracted.
  11. Previous experience in the assessment of obstacle clearance altitude/height (OCA/H), Obstacle free zone (OFZ),Obstacle limitation surface (OLS) is desirable
