Job Description

ORGANIZATIONAL SETTING

The ICAO Programme for Aviation Volunteers (IPAV) provides a framework for the deployment of aviation professionals, working as volunteers, to respond to emergencies affecting the aviation system in a State, to develop capabilities in the implementation of ICAO SARPs, and to foster self-reliance and growth. Volunteerism is universal and has been used as a powerful tool to make significant contributions to economic and social development. As with other volunteer programmes, volunteerism in the aviation sector seeks to accomplish the goal of bringing benefits to both the client States and the volunteers. The client States will benefit from the wealth of experience of the volunteer. The volunteer on the other hand will have the opportunity to maintain and possibly update his/her skills and make valuable contributions to the development of civil aviation. Activities under this programme are intended to complement other initiatives that address the challenges faced by some States in meeting their obligations under the Chicago Convention.

The ICAO Programme for Aviation Volunteers, is part of a larger ICAO strategy for assisting States in addressing shortcomings identified during audits, in order to achieve high levels of effective implementation of ICAO SARPs.

Under the direction of the Director, Technical Cooperation Bureau/ICAO, the Field Operation Section is the responsible for the strategic planning, development, execution, evaluation of Projects in TCB. The Section assists with the identification of priority development requirements across civil aviation and with technical cooperation to recipient States. It carries out resources mobilization with multilateral and bilateral development partners and industry and develops regional and country specific technical cooperation programme and projects. The Section executes these programmes and projects in accordance with the polices pf ICAO.

DUTIES

1. Review existing civil aviation legislation and flight operations regulations and revise them to conform to ICAO annexes, to be applied to all operations.

2. Assist with conducting workshops and providing on-the-job training to flight operations inspectors to qualify them in the full range of tasks related to airline flight operations inspection.

3. Advise on and assist national inspectors with performing flight operations certification functions, including certification of airmen and approval of operations manuals, crew training and checking programmes, minimum equipment lists and the issuance of operating certificates and/or specifications.

4. Assist with the development and execution of an annual flight operations surveillance programme.

5. During certification and inspection missions, provide guidance and on-the-job training to national flight operations inspectors.

6. Advise on and assist with supervising the review, revision and approval of operations manuals, aircraft operating manuals, minimum equipment lists, flight crew and cabin attendant training programmes, etc.

7. Perform other related duties as may be required.

QUALIFICATION REQUIREMENTS

1. A first level university degree in an aviation related field is required

2. Airline transport pilot license (ATPL) is required

3. Certificate in ICAO’s Universal Safety Oversight Audit Programme, Continuous Monitoring Approach (USOAP CMA) Computer Based Training (CBT) course before taking up the assignment.

4. Management experience with an airline or civil aviation authority ,

5. At least 5 years experience in preparing and or implementing rules, regulations, operating manuals, flight and ground procedures deemed necessary for flight safety, inspection and certification.

6. Knowledge of legal responsibilities and administrative procedures for the issuance of documents under state of registry approval relating to supervision of flight operations.

7. Extensive experience as a government flight operations inspector, accident investigation and prevention and safe transportation of goods by air.

8. Knowledge of the requirements for personnel licensing, training, and maintenance of competency of flight crews concerned with flight operations.

9. Experience in the preparation, approval and use of flight operations manuals and other flight documentation.

10. Experience in the preparation and approval of flight training and checking programmes, and development of training plans for inspectors and managers in the field of flight operations.

11. Sound knowledge of related ICAO annexes, recommended practices and related documentation.

12. A good command of oral and written English, French or Spanish is essential.

SALARY

Nominal Fee of USD 1. DSA and Airfare apply if required to be on mission.
