The ICAO Programme for Aviation Volunteers (IPAV) provides a framework for the deployment of aviation professionals, working as volunteers, to respond to emergencies affecting the aviation system in a State, to develop capabilities in the implementation of ICAO SARPs, and to foster self-reliance and growth. Volunteerism is universal and has been used as a powerful tool to make significant contributions to economic and social development. As with other volunteer programmes, volunteerism in the aviation sector seeks to accomplish the goal of bringing benefits to both the client States and the volunteers. The client States will benefit from the wealth of experience of the volunteer. The volunteer on the other hand will have the opportunity to maintain and possibly update his/her skills and make valuable contributions to the development of civil aviation. Activities under this programme are intended to complement other initiatives that address the challenges faced by some States in meeting their obligations under the Chicago Convention.
The ICAO Programme for Aviation Volunteers, is part of a larger ICAO strategy for assisting States in addressing shortcomings identified during audits, in order to achieve high levels of effective implementation of ICAO SARPs.
Under the direction of the Director, Technical Cooperation Bureau/ICAO, the Field Operation Section is the responsible for the strategic planning, development, execution, evaluation of Projects in TCB. The Section assists with the identification of priority development requirements across civil aviation and with technical cooperation to recipient States. It carries out resources mobilization with multilateral and bilateral development partners and industry and develops regional and country specific technical cooperation programme and projects. The Section executes these programmes and projects in accordance with the polices of ICAO.
1. Professional qualifications and training as air traffic controller.
2. ATC license with rating in approach control and ICAO English Language Proficiency Level 4.
3. At least five years experience in approach radar control at a mid-size airport, preferably with joint civil/military traffic.
4. Experience in the on-the-job training controllers and as supervisor.
5. Ratings and experience in tower and area/route radar control an advantage.
6. Familiarity with ICAO Annexes 1 and 11 and related ICAO documents and manuals.
7. A good command of oral and written English, French or Spanish is essential.

1. Obtain, as soon as possible, approach radar control rating for selected airport.
2. Perform approach radar controller’s duties at airport being rated.
3. Maintain coordination with military controller, if applicable, and other ATC units.
4. Provide on-the-job training on approach radar control to nationals who have had basic air traffic control training.
5. Assess performance of the trainee controllers and recommend, or otherwise, their rating as approach controllers.
6. Hand over approach radar control duties to nationals who have been rated, while retaining a supervisory role.
7. Ensure that ATC procedures and instructions at area control centre are up-to-date and in conformity with ICAO requirements, as well as responding to the needs of other users of the airport.
8. Perform other related duties as may be required.
