At the World Bank, a member of the World Bank Group (WBG), you’ll join a diverse, global community working across cultures, disciplines, and borders to address the world’s most pressing development challenges. With 1.2 billion young people reaching working age in the decade ahead, the challenge of job creation has never been greater. Through partnerships across 145 countries and more than 182 offices worldwide, we work with governments, private sector, development partners and other stakeholders to invest in people, strengthen markets, and deliver scalable, data-driven solutions that generate more and better jobs and improve lives. For more information, visit International Bank for Reconstruction and Development Background General Description Sudan’s prolonged conflict has severely disrupted agricultural production, livestock systems, irrigation services, rural markets, financial services, and the institutional systems needed to monitor development results. The World Bank remains engaged through operations designed for a fluid fragility, conflict, and violence (FCV) environment and implemented through third-party arrangements. The Sudan Community Enhancement Project (Thabat, P181490) provides an operational platform and implementation experience in beneficiary-level monitoring, geo-referenced data, digital reporting, agricultural production support, small-scale irrigation, farmer organizations, market linkages, and private-sector participation. The proposed Sudan Transition to Agriculture Recovery and Resilience Project (Khairat, P514272) builds on that experience and will expand the approach across agriculture, livestock, irrigation, seed systems, value chains, rural enterprises, and jobs. Both operations require a practical and internally consistent monitoring architecture that links the Project Development Objective, Theory of Change, Results Framework, component costing, implementation sequencing, corporate indicators, implementation arrangements, and third-party reporting obligations. The framework must remain sufficiently streamlined for implementation in an FCV context while generating credible evidence for implementation support, management decision-making, donor reporting, and project completion. Close continuity with Thabat is essential so that proven tools and lessons are retained, while project-specific requirements are addressed. The Eastern and Southern Africa Region (AFE) supports countries across Eastern and Southern Africa in reducing poverty and promoting sustainable, inclusive growth. Through financing, analytical work, technical assistance, and policy advice, AFE helps countries address key development priorities, including human capital development, agriculture, infrastructure, climate resilience, governance, and job creation. Led by the Regional Vice President, AFE works closely with governments and development partners to deliver development solutions that strengthen resilience, improve service delivery, and support long-term economic transformation across the region. The Farming and AgriConnect Unit (SAEA3), within the Agriculture and Food Global Practice (AFE) for Eastern and Southern Africa, supports countries in promoting sustainable agricultural growth, food security, climate resilience, and rural livelihoods. The unit develops and supervises investment operations, analytical work, and technical assistance focused on agricultural productivity, value chain development, market access, agribusiness, and digital agriculture, contributing to inclusive and resilient food systems across the region. Duties and accountabilities The ETC will work under the direction of the TTLs of the Khairat and Thabat projects and in close coordination with technical (livestock, water, social), fiduciary, environmental and social, jobs, and country-management colleagues, as well as the third-party implementer and delivery partners, under the scope defined by the TTLs.
