The Infrastructure VPU’s objectives in driving outcomes include replicating and scaling effective solutions, enhancing thought leadership and innovation, and delivering timely knowledge to client teams. For more information: https://www.worldbank.org/en/topic/infrastructure The Energy Sector Management Assistance Program (ESMAP) is a partnership between the World Bank and 19 partners. It provides analytical and advisory services to low- and middle-income countries to increase their know-how and institutional capacity to achieve environmentally sustainable energy solutions for poverty reduction and economic growth. Supporting over a hundred activities in countries around the world at any given time, ESMAP is an integral part of the Energy and Extractives Global Practice of the World Bank. The ESMAP Business Plan for FY2021-2024 supports twin objectives of achieving universal energy access by 2030 and advancing decarbonization in support of international commitments on climate change, consistent with the World Bank’s mission of ending extreme poverty and boosting shared prosperity. By supporting the World Bank Group’s regional advisory services and analytics, serving as a center of global knowledge and expertise, and through collaboration with development partners and climate finance, ESMAP plays a critical role in shaping the World Bank’s achievement of its IDA and Climate Change Action Plan targets. Pursuant to these objectives, ESMAP has four inter-linked programs which focus on clean cooking, electricity access, renewable energy and decarbonization that are underpinned by two cross cutting programs: Foundations for the energy transition and energy data and analytics. ESMAP’s Electricity Access Program supports the scale-up of a comprehensive approach by the World Bank Group and other development partners to increase access to energy that includes innovative technologies, business models, policy and planning, and leverages public and private financing. ESMAP’s Electricity Access program works with governments, private sector and other development partners to develop sustainable off-grid solar markets that accelerate progress towards SDG7. The Clean Cooking Fund (CCF) is a core component of ESMAP’s Energy Access program, supporting countries to address cooking poverty as a foundational energy access and development challenge. Like electrification, clean cooking requires a systems approach that combines political commitment, enabling policies, market readiness, and sustained delivery at scale. The CCF helps governments translate clean cooking ambitions into national programs that deliver modern, affordable, and sustainable cooking solutions with transformative impacts on health, gender equality, the environment, climate, and productivity. The CCF thereby follows these elements:

  • The CCF prioritizes awareness, mindset shift, and enabling policy and regulatory frameworks . ESMAP supports governments in repositioning clean cooking from a household‑level choice to a national energy, health, and development priority through cross‑sectoral awareness and behavior‑change approaches targeting policymakers, institutions, markets, and consumers. This is complemented by upstream diagnostics and planning tools—including clean cooking strategies and roadmaps, affordability and demand analysis using the Multi‑Tier Framework (MTF), and fuel and appliance value‑chain assessments—as well as regulatory support to integrate clean cooking into energy planning, electrification strategies, standards, tariff and subsidy frameworks, and institutional mandates.
  • The CCF supports market development and scalable delivery and financing models . CCF works with countries to strengthen clean cooking markets by addressing upfront cost constraints, reducing risks for private sector financing, aligning public and private resources within national energy access programs, and promoting innovative business models to improve the sustainability of clean cooking solutions. Clean cooking is increasingly integrated with electrification efforts, including e‑cooking where appropriate, to ensure coherence across electricity, fuels, and end‑use demand, and to enable delivery models adapted to country contexts.
  • The CCF helps close viability gaps and strengthen implementation capacity . This includes targeted performance‑ and outcome‑oriented incentives where needed, alongside investments in data systems, monitoring and planning frameworks, operational guidance, and capacity building for governments and implementing agencies. By reinforcing institutions, knowledge, and delivery systems, the CCF enables countries to move from fragmented pilots to coordinated national programs and to scale technology‑neutral clean cooking solutions sustainably. Please note this position is financed by a Trust Fund, and renewal is contingent upon availability of funding, in addition to other factors, including but not limited to business needs, staff performance and skills fit.
