For more information, visit https://www.worldbank.org/en/who-we-are/ibrd The World Bank's Social Policy team supports the Government of Ukraine on pension, labor market and broader social protection reform. This support is delivered through the SPIRIT program (Social Protection for Inclusion, Resilience, Innovation, and Transformation), the PHRD-funded RISE Ukraine initiative, the EFO, and related technical assistance and lending. Pension reform is a priority in the Government's fiscal and social agenda. Key issues include the sustainability of the Pension Fund of Ukraine (PFU), the fragmentation and cost of special pension regimes, accumulated arrears arising from court decisions, and the integration of military pensions into a coherent support system for veterans and their families. Energy subsidy reform engagement is a priority with social policy teaam leading on welfare impacts and population impact mitigation design. The reform is a multi-sector, multi-ministry effort, led jointly by the Ministries of Energy, Finance, and Digital Transformation. It is closely tied to the energy strategy under preparatoin. The reform matters because of its sizeable fiscal cost. Energy subsidies absorb resources Ukraine needs to protect for other priorities, and they are also highly regressive.
