POST TITLE:   Individual Consultancy – Assessment of the National Civil Registration and Vital Statistics System in Jamaica

DURATION: Approximately five (5) months
ORGANIZATIONAL UNIT: UNFPA Sub-regional Office for the Caribbean for the English and Dutch Speaking Caribbean

Purpose of Consultancy

To undertake a comprehensive assessment of Jamaica’s CRVS system and develop a prioritized, phased and costed national CRVS strengthening roadmap and investment framework that supports legal identity, demographic intelligence, service delivery and real-time population data systems.
 

Scope of work/Main tasks and responsibilities, et al
 
The Consultant will work closely with UNFPA, the Planning Institute of Jamaica, and the relevant national stakeholders to undertake the following activities:

Conduct a comprehensive evaluation of the civil registration and vital statistics (CRVS) system, which includes the Legal and institutional Frameworks, Legal Identity, Registration Practices and Data Protection, Security, and Confidentiality, coverage, and the production and use of vital statistics aligned with the work of UNFPA as a member of the UN Legal Identity Expert Group and its strategy on Civil Registration and Vital Statistics using as reference the global guidelines from the United Nations and examples from other national and international organizations to provide a thorough assessment

More specifically, the Consultant shall:

  • Assess legal and institutional frameworks;
  • Evaluate completeness, timeliness, and quality of registration and vital statistics;
  • Assess interoperability and digital architecture;
  • Assess readiness for annual population estimates, projections, ageing, fertility, mortality, and SDG monitoring;
  • Identify exclusion and LNOB gaps;
  • Benchmark Jamaica against international CRVS standards;
  • Develop a costed implementation roadmap;
  • Prepare regional lessons learned products.

The Consultant shall employ a mixed-methods approach, using UN Legal Identity approaches, WHO CRVS assessment approaches, business process mapping, interoperability analysis, stakeholder consultations, administrative data review, and data quality assessment methods.

Required expertise, qualifications and competencies, including language requirements

The ideal consultant will possess the following:

EDUCATION

  • Advanced Degree in Demography, Statistics, Epidemiology, Public Health, Health Economics, Sociology, Social Policy, International Development, or related fields.

EXPERIENCE

  • Minimum 10 years of professional experience in analyzing data collection systems related to public health and civil registration & vital statistics, and developing technical papers and reports;
  • Proven experience in managing projects, problem-solving, and building capacity in developing countries;
  • Expertise in CRVS systems’ assessments and sustainable systems development; demographic estimation, digital transformation, interoperability governance, implementation roadmaps, and capacity development
  • Knowledge of the World Health Organization (WHO) guidance tool on CRVS detailed assessment is essential;
  • Experience in developing and delivering country-specific and regional training/workshops;
  • Familiarity with UNFPA’s mandate and ICPD, Montevideo Consensus, and 2030 Agenda for Sustainable
  • Development will be an advantage;
  • Must be committed to respecting deadlines of delivery outputs within the agreed time-frame
  • Accuracy and professionalism in document production and editing;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; and
  • Working experience in the Caribbean would be a strong asset.

  • Excellent oral and written communication skills in English are required.
