This United Nations Volunteers (UNV) assignment is part of UNDP project BRA 19/005 “REDD+ results-based payments for results achieved by Brazil in the Amazon biome in 2014 and 2015” in support of Output 2 activities. Output 2 supports the Ministry of Environment (MMA) in the following activities: 1) Expansion of the forest monitoring system and Measurement Reporting and Verification activities (MRV); 2) Development of a tool to monitor and measure the impacts of REDD+ policies and investments and inform decision-making regarding the forest component of Brazil´s NDC; 3) Improvement Brazil’s SISREDD+ and its ombudsman, making it more complete, transparent and accessible; 4) Enhancement of the capacities and access of the various stakeholders for participating in the ENREDD+ governance, including the revision of the National REDD+ Strategy; and 5) Support exchanges among countries to ensure that this impact beyond the national boundaries is maintained in the long-run.

Task Description

1) Atualizar a matriz de atores que participam das instâncias de governança da ENREDD+ e suas informações de contato. 2) Apoiar a implementação do Plano de Formação e de Engajamento da CONAREDD+. 3) Organizar e secretariar as reuniões da CONAREDD+ realizadas durante a vigência do contrato, garantindo suporte técnico às reuniões presenciais, remotas e híbridas, ordinárias e extraordinárias. 4) Preparar e secretariar as reuniões realizadas pelos Grupos Técnicos de Trabalho da CONAREDD+ (Repartição de Benefícios, Salvaguardas e Mensuração, Relato e Verificação – MRV) durante a vigência do contrato, garantindo suporte técnico e metodológico às reuniões presenciais, remotas e híbridas, ordinárias e extraordinárias. 5) Organizar a agenda das reuniões da CONAREDD+; contactar os membros, com atenção especial aos participantes de Povos Indígenas, Quilombolas, Povos e Comunidades Tradicionais e Agricultores familiares (PIQPCTAF); verificar disponibilidade; disponibilizar subsídios para análise prévia conforme encaminhamentos de reuniões anteriores e preparar a documentação necessária a ser apresentada a cada nova reunião. 6) Gravar as reuniões, produzir relatoria sintetizada a partir da degravação, elaborar atas e listas de presença para reuniões realizadas em formato presencial, híbrido e/ou remoto. 7) Emitir ofícios de convocação via e-mail e ferramentas de comunicação social e colaborar na logística das reuniões presenciais, incluindo apoio aos processos de passagem e diárias para participantes da CONAREDD+. 8) Apoiar a preparação e realização de reuniões dos Grupos Técnicos de Trabalho da CONAREDD+. 9) Monitorar os processos de discussão no âmbito das reuniões síncronas e das discussões assíncronas da ENREDD+, apoiando o DIMER/SMC e o PNUD na identificação de gargalos e nos processos de resolução de conflitos, de forma a subsidiar a tomada de decisão coletiva e participativa.

Living conditions and remarks

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging their own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan. Brazil is security level 3 (moderate). United Nations Department of Safety and Security UNDSS Brazil advises to exercise a high degree of caution in Brazil due to high levels of serious and violent crime, particularly in major cities. Violent crime as muggings, armed robbery, kidnappings, and sexual assault, is very high. Avoid shanty towns (favelas) in the big cities and if you are attacked or robbed, do not resist. Demonstrations can occur at any time and may turn violent with little or no warning. All United Nations personnel must scrupulously comply with UNDSS procedures and recommendations during their assignment in Brazil.
