Shelter and Settlement Team Leader

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Shelter and settlement Team Leader in Mykolaiv.

About the job

The Shelter and settlement Team Leader will play a key role in managing DRC’s response to shelter and infrastructure rehabilitation needs in Southern Ukraine. This includes leading the Shelter Rehabilitation Team members; providing technical support and guidance to the team; and ensuring effective planning, implementation and follow-up of all technical aspects of the sector activities implemented by DRC. The Shelter and settlement Team Leader will develop and maintain good relationships with people in need, relevant stakeholders and other humanitarian actors to support the proper implementation and coordination of DRC sector activities. Strong leadership skills and exceptional organizational skills are essential for success in this position. The position will have territorial reporting and ensure adherence to DRC procedures and instructions in Southern Ukraine. It will also contribute to the development of territorial strategies that are translated into action plans and day-to-day tasks, and provide support and/or technical guidance to operational activities in the region.

Your main duties and responsibilities will be:

Management:

- Lead and manage the team (including staff planning, performance, well-being and development)

- Ensure effective planning and quality implementation of all housing and settlement rehabilitation activities.

- Conduct regular performance monitoring and quality assessment, and provide technical support

- Provide timely weekly and monthly status reports

Program and Operations:

- Ensure efficient and effective program implementation within budget and work plan

- Participate in the preparation of monthly/quarterly/annual core reports and budgets for donors

- Lead the team in conducting monitoring and data assessment

Coordination and Representation:

- Collaborate with relevant internal and external technical experts on relevant sector issues

- Represent DRC at meetings and other relevant technical coordination meetings

Project Development:

- Develop project plans and budgets for funding

- Develop and monitor project instruments

- Implement projects and reporting

- Monitor and evaluate projects

Logistics/Finance:

- Adhere to and monitor financial commitments and expenditures in line with budget and provide timely feedback on budget execution

- Plan and coordinate in advance logistics and personnel movement to and from various operational regions

- Initiate procurement and ensure its execution

- Ensure the preparation of distribution plans and their timely transmission to the logistics department

About you

To be successful in this role we expect you to have at least 3 years of experience in management positions in construction projects or in the operation of enterprises, at least 1 year of practical experience in the relevant NGO sector. Moreover, we also expect the following:

Required

• Completed higher specialized engineering education (construction, architecture, energy, water supply)
• Proven managerial skills and competence in people management
• Excellent command of MS Word, Excel, PowerPoint
• Fluent in Ukrainian and advanced level of English

Desirable

• Previous field experience
• Proven experience in managing construction projects in the energy, water, and wastewater sectors
• Knowledge of construction legislation

We offer:

• Contract length: 9 months with the possibility of extension depending on performance and availability of funding after successful completion of a 3-month probationary period.

Salary and conditions of employment are determined in accordance with the Terms of Employment for National Staff of the Danish Refugee Council and start from EUR 2,373 gross per month (depending on experience and qualifications).
