ORGANISATIONAL CONTEXT:

The Finance Unit at WFP Lebanon Country Office provides end-to-end financial management, control, and advisory services to ensure the transparent, compliant, and efficient use of resources in line with WFP regulations and donor requirements. The unit supports programme delivery through budget planning and monitoring, payment processing, treasury management, financial reporting, and internal control oversight, while contributing to strategic decision-making and risk management.

JOB PURPOSE:

To support efficient financial management by coordinating finance processes, analyzing financial data, and providing timely and accurate information to strengthen operational performance and decision-making.

DURATION:

12 Months, (Renewable based on availability of funds, business needs and performance)

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

Within delegated authority, and under the direct supervision of the Finance Officer, the Finance Associate will serve as a cross-cutting process owner, supporting two workstreams including Internal Control & Operations Oversight. Specifically, the Finance Associate will be responsible for the following generic duties:

  • Provide procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations.
  • Support the development and implementation of financial policies and procedures and assist in setup and implementation of proper accounting procedures, systems and cash controls.
  • Monitor the daily cash position in order to optimize the use of surplus cash and maximize returns on investment through the liquidity portfolio.
  • Monitor the centralized registry system in order to process all payments to internal staff and invoices to external suppliers in a timely manner and in accordance with WFP standards.
  • Contribute to the preparation, implementation and monitoring of budgets, monitor expenditure and budget forecasts, to ensure that relevant future funding requirements are met.
  • Co-ordinate with other teams in order to ensure that all financial and administrative services are being performed efficiently and in line with the needs of the wider team.
  • Monitor account balances and process financial transactions in an accurate and timely manner, to avoid the occurrence of an overdraft.
  • Monitor and analyze general ledger accounts in order to initiate and achieve corrective actions.
  • Compile data from the WFP database and systems in order to assist in generating and analyzing financial reports on a monthly basis.
  • Allocate tasks to other support staff, provide guidance and on-the-job training in management of financial resources (e.g. managing the petty cash/sub-imprest account, review and analyze vendor and balance sheet accounts, etc.), to ensure services are delivered consistently and to the required standards.
  • Remain on stand-by and follow standard emergency preparedness practices in order to meet immediate emergency requirements for further service on the job and in the field.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Completion of secondary school education. A post-secondary certificate i.e. University degree in Accounting & Finance is highly desirable.

Experience: At least 6 years of progressively responsible experience in finance, accounting, budget, or administrative support functions.

Experience in data processing, reconciliation, and financial record-keeping is mandatory.

Language: Fluency in both oral and written communication in English and Arabic.

Required Skills and Knowledge:

  • Knowledge of internal controls, risk management, and monitoring mechanisms

  • Knowledge of developing budgets and forecasts,

  • Ability to incorporate information from various sources as appropriate to monitor KPIs.

  • Knowledge of tracking and compiling financial reports

  • Knowledge of financial and accounting principles and practices

Desired Skills and Knowledge

Relevant experience within the United Nations system or international organizations, including familiarity with UN financial rules, procedures, and systems, is desirable.
