In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background
EU4Dialogue - Phase II is an EU-funded initiative implemented by UNDP to improve local and regional environments for cooperation and sustainable peace through enhanced human security, community-led peace initiatives, confidence building, dialogue and peace education. The Project consists of two outputs: (i) civil society-led initiatives supported through capacity building and grants; and (ii) regional dialogue promoted through dialogue platforms and targeted interventions under the Flexible Facility (FF).
Under Output 1, the Project will establish and manage a competitive grant scheme. The grant scheme will support civil society-led initiatives that combine community-level action with human security, social cohesion, dialogue readiness and conflict-sensitive approaches. Grant proposals may include both soft and hard elements, provided they are linked to locally identified needs and are aligned with the Project objectives.
Under Output 2, the Flexible Facility will support targeted interventions that bring tangible benefits to conflict-affected communities and create incentives or practical entry points for cooperation and conflict transformation. In Armenia, potential FF ideas may emerge from consultations with local stakeholders, field observations, community needs and implementation gaps identified during project activities.
The Armenia component is managed by UNDP Armenia through a country-level team responsible for day-to-day implementation, monitoring, reporting, risk management and support to partners. To strengthen the field-level implementation capacity of the Project, UNDP seeks Local Field Coordination Analyst to support local coordination, field visits, preliminary review and organization of received grant proposals, and collection of field-based ideas for possible Flexible Facility interventions. The position is designed for 70% time engagement and will be implemented under the supervision and strategic direction of the Project Coordinator.
Duties and Responsibilities
The Local Field Coordination Analyst will be responsible for coordinating and implementing assigned field-level activities under EU4Dialogue Phase II in Armenia. The incumbent will take direct responsibility for organizing field processes, preparing structured documentation for decision-making, and ensuring that information from communities and local stakeholders is systematically captured and followed up by the project team.
Field coordination and stakeholder engagement:
- Lead day-to-day field coordination with local self-government bodies, settlement administrations, CSOs, community-based actors, local service providers and other relevant stakeholders in assigned target groups and communities.
- Plan, organize and participate in field visits, community meetings, information sessions and stakeholder consultations, in coordination with the Project Coordinator and relevant UNDP colleagues.
- Ensure that field engagement is inclusive and reaches women, youth, persons with disabilities, displaced persons/refugees and other vulnerable groups, in line with the Project’s human security, conflict sensitive and Do No Harm approach.
- Prepare stakeholder maps, field visit plans, meeting records, participant lists where relevant, and follow-up action points, and ensure timely sharing of field information with the project team.
- Maintain regular communication with local stakeholders to identify emerging needs, risks, operational bottlenecks and opportunities for project engagement.
Coordination of calls for proposals outreach:
- Coordinate regional outreach for Calls for Proposals through local administrations, CSO networks, community contacts and other channels approved by UNDP.
- Organize and facilitate information sessions for potential applicants, ensuring that explanations remain consistent with the approved Call documents and do not compromise the competitive process.
- Collect and consolidate questions, feedback and issues raised by potential applicants and communities during the outreach process for review and response by the project team.
- Ensure inclusive outreach to grassroots, local and women-led organizations, as well as organizations working with vulnerable and conflict-affected groups.
Pre-evaluation and organization of received grant proposals:
- Conduct preliminary administrative and eligibility review of received applications against the approved Call for Proposals requirements, checklists and submission criteria.
- Prepare and maintain proposal screening matrices reflecting completeness status, eligibility observations, missing documents, geographic and thematic grouping, and issues requiring clarification.
- Prepare concise pre-evaluation summary notes for the Project Coordinator, identifying proposals that meet minimum requirements, proposals requiring clarification, and proposals that appear non-compliant with administrative or eligibility criteria.
- Ensure orderly filing, tracking and secure handling of all received proposals and related documents for further review by UNDP and the Grants Selection Committee.
- Support the preparation of materials for internal review, while ensuring that award decisions remain fully within the authority of UNDP, the Grants Selection Committee and the Project Steering Committee, as applicable.
Field monitoring and verification of project-supported activities:
- Coordinate and conduct monitoring visits to selected grant-supported or project-supported sites, including activities involving community assets, small works, supplies, services or local events.
- Verify basic implementation progress against approved plans and document delivery, installation, participation, visibility, practical bottlenecks and field-level risks.
- Collect field observations, photos where appropriate and stakeholder/beneficiary feedback, subject to UNDP guidance and consent requirements.
- Identify and immediately flag operational, reputational, conflict-sensitivity, safeguarding or Do No Harm issues requiring project management attention.
- Maintain simple monitoring and issue-tracking tools and follow up on agreed actions with local stakeholders and project partners, as requested.
Collection and documentation of Flexible Facility (FF) ideas:
- Proactively collect field-based ideas and needs that may be considered by UNDP for possible Flexible Facility interventions.
- Document each FF idea in a simple pipeline format, including location, problem or need, affected groups, possible intervention area, relevant stakeholders, urgency, basic feasibility considerations and potential risks.
- Verify, to the extent possible, whether proposed ideas are relevant to the Project objectives, respond to local needs, and are not duplicative of other known interventions.
- Maintain and regularly update an FF ideas list for internal review by the project team. The incumbent will not be responsible for developing full FF concept notes, technical designs or budgets unless specifically requested by the Project Coordinator.
Reporting, documentation, coordination support and knowledge sharing:
- Prepare concise field visit notes, outreach summaries, proposal pre-evaluation summaries, monitoring notes, FF ideas lists and issue logs.
- Provide regular updates to the Project Coordinator on field-level progress, risks, stakeholder feedback and proposed follow-up actions.
- Support internal planning and coordination by maintaining simple trackers for field visits, proposal processing, stakeholder engagement, monitoring findings and FF ideas.
- Contribute to project reporting, learning and adaptive management by providing timely, accurate and evidence-based field information.
- Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office/Project and the Organization.
Institutional Arrangement
Under the direct supervision of the EU4Dialogue Project Coordinator and overall guidance of the UNDP CO Socioeconomic Development Portfolio Manager, the incumbent will serve as an implementation-level Field Coordination Analyst for the Armenia component of EU4Dialogue Phase II. The incumbent will work in close coordination with the Project Assistant and relevant UNDP programme, operations, procurement, communications and M&E colleagues, as required.
The incumbent will be responsible for independently organizing and following up on assigned field-level tasks within the approved workplan, while ensuring that all external communication, field engagement, proposal-related processes and monitoring activities remain consistent with UNDP rules, confidentiality requirements, conflict-sensitive programming principles and the approved project approach.
The position requires frequent field travel and 70% engagement over the contract duration.

Required Skills and Experience
Education:
- Advanced university degree (master’s or equivalent) in International Relations, Development Studies, Economics, Communications, Public Policy, Business Administration, or related field is required. or
- A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of an advanced university degree.
Experience:
- Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of 2 years of relevant professional experience in project implementation, field coordination, community engagement, grants management, proposal review, monitoring or related local-level development work.
Languages:
Fluency in English and Armenian is required.
Desired Skills:
- Proven working experience in the field of coordination, stakeholder engagement, community outreach, project implementation support, or similar functions.
- Proven experience in developing written materials, such as field notes, summaries, monitoring inputs, trackers, issue logs.
- Experience in using computers and office software packages (MS Word, Excel, PowerPoint, etc); and advanced knowledge of spreadsheet and database packages, experience in handling of web-based management system.’
- Previous experience with grant schemes and/or Calls for Proposals, including screening, eligibility review, or pre-evaluation support.
- Previous experience in monitoring community-level projects, including infrastructure, service delivery, supply, or asset-related activities.
- Experience working in border, conflict-affected, or vulnerable communities in Armenia, including organizing field visits, consultations, meetings, or other coordination activities with local stakeholders.
- Prior experience with EU, UN/UNDP, or other Donor-funded projects.
- Experience and knowledge of conflict sensitivity, Do No Harm, inclusion, human security and community resilience principles.
