ABOUT FACILITIES MANAGEMENT ENGINEER, P2 AT WFP
The position is based in Rome and is part of the Global Head Quarters (GHQ)Facilities Management and Engineering Unit reporting to the Head of the Operations and Maintenance Engineering team.
THE ROLE
To provide facilities management and engineering expertise and contribute to the efficient delivery of building management services for Global HQ and Country Offices.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
1.Operations and Maintenance:
Manage the day-to-day administration of maintenance and facility management service contracts (i.e. cleaning, porterage, waste disposal, gardening) and monitor contractor performance against contract specifications and KPIs.
Support the management of utilities contracts, including provision of procurement specifications.
Preparing technical specifications for facility management services tenders.
Support the uninterrupted functionality of critical building systems, including Heating, ventilation, and air conditioning systems (HVAC), power supply, water systems, and security infrastructure; assist in responding to facility emergencies (e.g.: system failures, leaks, power outages) and coordinate timely resolution to minimize disruption.
Contribute to optimizing energy and resource use through sustainable practices and efficiency improvements. Identify and implement energy-saving measures to reduce operational costs.
Monitor and report on the environmental performance of building operations.
Perform quality and compliance activities in line with WFP policies and procedures, Italian norms and standards, contractual technical specifications, and relevant best practices.
Promote a safe working environment by monitoring compliance with workplace Health and Safety standards and Fire Safety standards.
Liaise with landlords for extraordinary maintenance actions.
2. Project Management Support
• Prepare cost estimates and work schedules, and monitor expenditures against assigned project budgets.
• Supervise contractors and service providers to ensure smooth project execution.
• Coordinate the delivery of assigned infrastructure improvement projects, following the defined scope, timelines, and quality standards.
• Support the preparation of reports on the use of Government Funds for facility improvements, ensuring accuracy and compliance with reporting requirements.
3. Field Support:
Provide technical advice to the field offices on issues related to all the above duties, remotely or on-site.
Conduct site assessments of WFP facilities in the field and contribute to the development of remedial plans to ensure suitability for operational purposes, safety, and efficiency of structures and equipment in line with WFP policies, criteria and standards.
In addition to the specific duties listed above:
Contribute to the implementation of WFP Policies, standards, norms and practices ensuring compliance with wider WFP policies, procedures, guidelines and operations.
Prepare evidenced based recommendations for senior staff on measures to improve WFP facilities suitability for operational purpose, safety, and efficiency of structures and equipment.
Maintain partnerships with internal and external clients to effectively meet clients’ expectations.
Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of risks.
Other as required.
QUALIFICATIONS AND EXPERIENCE
Education:
Advanced University degree in Engineering (Mechanical. Electrical, Building, Civil) or Architecture from an institution recognized by https://www.whed.net/home.php), obtained after a minimum of five years of full time study.
Accreditation to National Professional Register as Engineer or Architect or recognized equivalent by an appropriate national or international regulatory authority.
Experience:
Minimum Three(3) years of post-graduate professional experience in operations and maintenance, and 1 year experience of Mechanical, Electrical and Plumbing (MEP) systems in large scale buildings (min. 20,000 sqm).
Experience in Contract Management.
Experience with procurement procedures and practices.
Experience in a UN organization would be an asset.
Knowledge & Skills:
Demonstrated knowledge of Italian and European legislation and regulations in relation to maintenance and construction planning, management, and implementation.
Good knowledge of public procurement procedures, international contract formats, and construction management procedures.
Proficiency in MS Office (Word, Project, Excel, PowerPoint, Outlook).
Advanced knowledge of AutoCAD is required.
Working knowledge of facilities management softwares (e.g., Archibus)
In-depth knowledge of electrical and mechanical systems.
Good knowledge of integrated Facility Management systems.
Ability to communicate and understand technical documents in Italian is required.

Ability to work in a team establish effective working relationships, and communicate with internal customers (WFP HQ users) and people from different nationalities, cultural backgrounds, and competencies.
Ability to work under stress and work overtime when required.
Language:
Fluency (level C) in in oral and written English and Italian is required. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
TERMS AND CONDITIONS
This position is classified as an International Professional role and is open to candidates of all nationalities.
Mobility is and continues to be a core contractual requirement in WFP. These positions are however classified as “non-rotational” which means the incumbents shall not be subject to the regular reassignment process unless the positions are reclassified as rotational. The selected candidates will be employed on a fixed-term contract with a probationary period of one year. These positions are open to both internal and external candidates.
WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidates will be required to relocate to Rome, Italy to take up this assignment.
