Duties and Responsibilities
The mandate of the Victims’ Rights Advocate was established as part of the Secretary-General’s four-pronged strategy on prevention of and response to sexual exploitation and abuse set out his 2017 report on special measures for protection from sexual exploitation and abuse (A/71/818). The mandate derives from the priorities established in relevant Assembly resolutions and/or decisions, including resolutions 62/214, 71/278, 71/297 and 72/312. The centerpiece of the strategy is putting the rights and dignity of victims first in United Nations prevention and response, and the Victims’ Rights Advocate, her Office and field advocates aim to implement a victims’ rights approach throughout the United Nations system through three main pillars: voice, assistance and justice. The work of the Victims’ Rights Advocate is operationalized on the ground in the Central African Republic, the Democratic Republic of the Congo, Haiti and South Sudan by dedicated Senior Victims’ Rights Officers. Under the pillar of “Voice”, OVRA is strengthening its strategic communication capacity to enhance system-wide awareness, improve coherence of messaging, and ensure that victims’ voices are effectively elevated across advocacy and outreach efforts, in line with preliminary recommendations of the ongoing OIOS evaluation of OVRA. Strengthened communication is critical to reinforcing system-wide coherence, visibility, and accountability in advancing victims’ rights. This includes promoting consistent messaging across headquarters, field missions, and United Nations Country Teams (UNCTs), as well as supporting clearer articulation of roles and responsibilities in relation to victims’ rights. The individual contractor will report to the Senior Human Rights Officer (P5) and the Victims' Rights Advocate/ Assistant Secretary-General, work at UNHQ in New York and will be funded by the Office of the Victims’ Rights Advocate. Within the delegated authority and under the supervision of the Senior Human Rights Officer (P5), the Individual Contractor in Communication will perform the following duties: • Develop internal and external communications strategies and consolidate the implementation of ongoing communication processes. • Coordinate the production of multimedia and digital content • Coordinate the update of the OVRA and VictimsRightsFirst websites • Coordinate the designing, drafting and updating of presentations and other communications materials. • Organize communication and public information activities and outreach, monitor and track social media engagement. • Develop and support system-wide and field-oriented communication and outreach approaches, ensuring alignment between headquarters, peacekeeping missions, humanitarian and development partners and United Nations Country Teams (UNCTs). • Develop and promote standardized messaging, including on role clarification related to victims’ rights, and ensure OVRA is systematically consulted in the development and dissemination of such messaging across relevant entities. • Perform other related duties as assigned.
Qualifications/special skills
Advanced university degree (master's degree or equivalent) in communication, public relations, journalism, web design, data visualization, marketing and experience with graphic/web designs application or a related field is required. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five (5) years of progressively responsible experience working in communications, public information, digital media, journalism, web design, data visualization, marketing and experience with graphic/web designs application or related field is required. Experience with the United Nations Common System or a comparable international organization, or similar multi-lateral or non-governmental organization is desirable. Direct experience working with human rights, in particular victims’ rights is desirable. Demonstrated ability to develop creative solutions and sensitivity to cultural diversity and gender issues, including intersectional discrimination and inequality across intersecting identities based on gender, sexuality, ability, caste, ethnicity, migration and economic status Able to handle sensitive issues, including by maintaining confidentiality and discretion in handling sensitive information.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; fluency in French is desirable. Knowledge of another UN official language is desirable.
