Duties and Responsibilities
The United Nations Office on Drugs and Crime (UNODC) supports Member States in strengthening responses to organized crime, drug trafficking, corruption and related transnational crimes. In Cabo Verde, UNODC implements the project Anti-organized crime and counter-narcotics enforcement in Cabo Verde (CPVS28 – CAVE ANTRAF), which aims to strengthen national institutional capacities in border control, detection of illicit activities and enforcement. To support the effective implementation of this and other initiatives, UNODC seeks to recruit an Individual Contractor to provide advanced technical, operational, administrative and coordination support. The purpose of this assignment is to provide advanced project management, coordination and implementation support to UNODC projects in Cabo Verde. The Individual Contractor will contribute to planning, implementation, monitoring, reporting, stakeholder coordination and quality assurance, ensuring timely delivery of outputs in line with workplans and UNODC procedures. Under the supervision of the Regional Representative for West and Central Africa UNODC ROSEN, the Individual Contractor will perform the following tasks: - Project Coordination and Implementation Provide independent day-to-day technical and operational support to project implementation. Ensure alignment with approved workplans, timelines and expected results. Support planning and prioritization of project activities. - Monitoring and Data Management Collect, compile and analyze project data, outputs and indicators. Maintain updated monitoring systems and tracking tools. Contribute to results-based management processes. - Reporting Prepare high-quality draft narrative and financial reporting inputs. Consolidate information from implementing partners and stakeholders. Ensure accuracy and timely submission of reports. - Administrative and Compliance Support Ensure compliance with UNODC rules, regulations and procedures. Maintain complete, accurate and audit-ready project documentation. Support audit processes and follow-up actions. - Stakeholder Coordination Coordinate with national counterparts, partners and internal stakeholders. Organize meetings, workshops and coordination activities. Prepare agendas, minutes and follow-up actions. - Knowledge Management and Quality Assurance Document lessons learned, best practices and knowledge products. Support internal quality assurance and risk identification processes. Contribute to improvement of project delivery.
Qualifications/special skills
- High school diploma or equivalent is required. A first-level university degree or advanced university degree in a relevant field is an asset. - At least 7 years relevant experience in experience in project support, coordination, monitoring and reporting required. - Experience related to crime prevention, criminal justice, governance or law enforcement is required. - Demonstrated experience in preparing technical documentation and reports is required. - Strong understanding of administrative, financial and compliance processes is required. - Experience coordinating with national institutions and international partners is highly desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English and Portuguese, i.e. oral, and written proficiency, is required. Knowledge of another United Nations official language is an advantage.
