    Description of the Assignment:


    Objectives

    1. Develop clear and user-friendly instructional videos

    Produce short, structured, and accurate video walkthroughs that translate the following mPhilGEPS functionalities into practical, easy-to-understand guidance for all user groups:

    a. Registration of Users

    b. Government of the Philippines-Official Merchants Registry (GOP-OMR)

    i. Annual Procurement Plan for Common-use Supplies and Equipment (APP-CSE)

    2. Support consistent and correct system usage

    Ensure users, such as government agencies, suppliers, and procurement stakeholders, can independently follow digital procurement processes, reduce errors in system navigation and transaction execution, and apply approved workflows correctly, through guided, step-by-step video demonstrations.

    3. Produce instructional videos suitable for broad and repeated use

    Develop instructional videos that function as official learning and reference materials and are suitable for dissemination through appropriate digital channels, including government websites and public video‑hosting environments, as determined by PhilGEPS.

    4. Ensure accuracy, accessibility, and neutrality of content

    Ensure that all video content aligns with approved system functionalities, procurement rules, and official guidance, while applying gender‑responsive, accessible, and learner‑centered design principles to support users of varying roles, backgrounds, and levels of digital literacy.

    5. Ensure sustainability and future updates of video materials

    Structure video content, scripts, and production assets in a way that supports future updates and maintenance, allowing the materials to remain relevant as system features, workflows, or policies evolve.


    Professional Qualifications


    Education

    At least a Bachelor’s degree in Multimedia Arts, Communications, Information

    Experience

    • At least 5 years of demonstrated experience producing instructional videos, digital learning content, screen‑capture demonstrations, or multimedia training materials. Proficiency in: End-to-end video production, Screen recording of systems/platforms, Editing, narration/voiceover, captioning, Applying accessibility and gender-inclusive guidelines.
    • Developed or produced at least (3) projects related to: Instructional videos for software/systems, Digital learning content, Government platform walkthroughs, eLearning modules with video components, Animated explainers or screen-capture tutorials. Provide at least three (3) relevant work samples or portfolio links demonstrating experience in training module development and video production, including instructional videos, process walkthroughs, explainer videos, or other learning materials.
    Language

    Fluency in spoken and written English and Filipino as indicated in the CV

    Period of assignment/services: 60 working days spread across the period of 11 May 2026 – 11 September 2026, unless revised in a mutually agreed upon timetable by the UNDP and the Consultant

    Duty station is in Metro Manila, and the Consultant is expected to report as needed to the PS-DBM office in Paco, Manila, and UNDP Philippines office in Mandaluyong City.

    Proposal should be submitted directly in the portal no later than indicated deadline.
