Job Description

..Purpose of consultancy:

Under the direction of the subnational coordinator, the consultant is tasked with three core responsibilities:

  • Maintain strong and meaningful relationships with all relevant actors, including partners, health authorities, and government departments for information sharing. 
  • Facilitate efficient and transparent exchange of information within and beyond the cluster to support coordination and accountability. 
  • Interact with different stakeholders and coordination platforms through the strengthening of linkages by gathering and disseminating data to and from any local coordination platforms (e.g., area-based coordination).

 

Background:

Now in its fifth year, the war in Ukraine continues to have a profound impact on the health and well-being of millions of people, placing significant strain on the country’s health system. While the effects are felt nationwide, the most severe consequences are concentrated in frontline and border areas in the east, south, and northeast, particularly in Kharkivska, Donetska, Luhanska, Dnipropetrovska, Zaporizka, Khersonska, Mykolaivska, Odeska, Sumska, and Chernihivska oblasts. These regions remain exposed to frequent missile strikes, shelling, and repeated displacement, leaving civilians to cope with prolonged insecurity, disrupted services, and limited access to life-saving assistance.
In 2025, intensified hostilities, including increased shelling, drone attacks, and the gradual westward shift of the frontline, have triggered large-scale evacuations across Kharkivska, Donetska, Zaporizka, Khersonska, and Sumska oblasts. Of the estimated 6.9 million people affected by the conflict in the final quarter of 2025, approximately 6.8 million are assessed to be in need of humanitarian assistance within Ukraine. The majority reside in frontline areas where displacement and evacuation continue. Since February 2022, nearly 5.6 million people have fled the country as refugees.

In 2026, a key priority for the humanitarian response is to sustain the provision of essential services in areas where the Government of Ukraine faces significant operational constraints. This includes ensuring access to care for the most vulnerable populations in frontline communities, where needs are compounded by poor social determinants of health, such as inadequate shelter, limited access to safe water, insufficient heating, and restricted access to healthcare services.
Health Cluster partners, including national and local organizations, will operate under the coordination of the Health Cluster and in support of the Department of Health and the Centre for Disaster Medicine, delivering targeted health interventions in high-risk areas.

The consultant will play a huge role in supporting the Health Cluster’s operational activities under the 2026 Humanitarian Needs and Response Plan (HNRP). This will involve close collaboration with partners at the subnational level to strengthen coordination, ensure consistent reporting, and support effective implementation—ultimately enhancing the Cluster’s ability to deliver timely, targeted, and life-saving health assistance to those most in need.

Deliverables:

  • Update and share the daily presence roster of cluster partners at transit centers, including weekends. Done on a weekly basis and shared.
    Attend HOCG convoy planning meetings twice monthly, recommending vulnerable locations for humanitarian convoys. Two meetings attended every month.
  • Translate 2–3 pages of cluster produced documents weekly from English to Ukrainian, including ad hoc infographics and summary inputs for partners. Two documents translated per week
  • Provide written material for the design and production of Public Health Information materials (using Adobe InDesign and Illustrator), delivering two outputs per month based on hub data. Partner information shared and two designs completed per month.
  • Update the contact list of all active partners in hub oblasts monthly for inclusion in the master Health Cluster list. Contacts updated once every month (by the 29th). 
  • Conduct 10 orientation sessions for new partners/representatives (UN agencies, INGOs, NNGOs, CSOs) on cluster tools, meetings, communication channels, and resources. 
  • On a weekly basis, proactively collect information from cluster partners, UN agencies, and other organizations to support decision-making. 
  • Compile and present summary briefs at six subnational health cluster meetings (biweekly) with partners and health departments. Two times every month. 
  • Take part in monthly meetings with oblast health departments. 
  • Take part in the planning and join two partner supportive supervision visits per month. 
  • Support by providing verbal translation during face-to-face meetings as needed with partners in Dnipro. 3 times a week.
  • Talk with local volunteers/civil society to identify support opportunities; discuss three requests monthly (e.g., inter-cluster assessments, convoys, health department meetings). 
  • Share monthly health cluster bulletins with oblast authorities via email or in-person, every month.
  • Share monthly health cluster activity reports with health departments every month
  • Produce four reports/minutes per month from meetings with partners in English/Ukrainian. 
  • Collect feedback from partners and archive monthly feedback from monitored partner projects in hubs.
  • Provide summaries of weekly updates according to the work plan for assigned tasks at the end of every week.

 

Qualifications, experience, skills and languages:

Educational Qualifications:

Essential: Bachelor's degree in social sciences, Medicine/Public health or information management, Statistics/ Computer Science, Communications, Management or other related field

Experience:

Essential: 

  • Minimum 2 years of relevant experience working in public administration (in particular the health sector) or external relations
  • Previous humanitarian experience and experience in the coordination of health partners.

Desirable: 

  • Experience in communication and social media is highly desirable
  • Experience in monitoring and reporting is desirable
  • Experience and knowledge of working in the Humanitarian response in Ukraine. 
  • Experience applying knowledge with respect of humanitarian principles

 

Skills/Knowledge:

  • Essential: 
  • Expert-level knowledge of complete Office suite and Online platforms (SharePoint, google drive, TEAMS, etc.)
  • Exposure to Data collection tool design (ex. Kobo Toolbox)
  • Good analytical and statistical skills
  • Extreme Flexibility and ability to work under pressure and under very tight deadlines
  • Ability to work autonomously
  • Strong analytical and report writing skills in English and Ukrainian
  • Interpersonal communication skills
  • Ability to work under pressure and teamwork
  • Representation to administrations and health representatives
  • Working knowledge of organizing online meeting and conferences

Desirable: Knowledge of ‘ActivityInfo’

Languages and level required:

Essential: Excellent knowledge of Ukrainian, English language (reading, writing, and speaking)
Desirable: Russian

On-site for insurance purposes only: Dnipro duty station

Remuneration:

Contract total value: USD 22,860.00
Monthly rate, daily rate and numbers of the days: USD 180 per day, USD 3,600.00 per month, 20 working days per month
Consultant pay band range: NOB
Terms of payment: the payment will be on a monthly basis after the provision of a Technical Report and approval from the Responsible Officer.
