For over five decades, Algeria has hosted refugees from Western Sahara, with WFP delivering essential food and nutrition assistance for the past forty years. To provide specialized programme support in managing NGO partnerships, gender integration, accountability to affected populations (AAP), and other cross-cutting priorities, ensuring alignment with WFP policies and contributing to effective and accountable programme delivery

The position contributes to effective programme implementation through coordination, data management, reporting, and stakeholder engagement, particularly on partnerships and cross-cutting priorities.

JOB TITLE: Programme Assistant (CP Management/Gender)

LOCATION: Tindouf

CONTRACT TYPE: Fixed-Term

GRADE: G5

UNIT/DIVISION: Programme

DURATION: 12 months renewable

ORGANIZATIONAL CONTEXT

Under the direct supervision of the Programme Policy Officer, the overall leadership of the Head of Programme (HoP), and in close collaboration with Activity Managers the incumbent will support all the CP management-related processes. The programme implementation role will a focus on:

  • Cooperating Partner (CP) management cycle
  • Mainstreaming gender, protection, inclusion and Accountability to Affected Populations (AAP)

This includes ensuring the timely and accurate tracking of partnerships, food release notes, food and cash distributions, and beneficiary data (achieved versus planned) within the WFP COMET platform. The incumbent will also support the mainstreaming of cross-cutting themes including gender, protection, inclusion, and accountability to affected populations (AAP), including complaints and feedback mechanisms across all programmes to contribute to the effective and efficient delivery of humanitarian assistance.

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):

Cooperating Partner (CP) Management

  • Support the full CP management cycle (CFEI(Call for expression of interest), proposal review, FLAs, reporting and closure)
  • Partnership agreements in the WFP platform of COMET
  • Lead with the support of activity managers in the management of Field Level Agreements (FLAs), including preparation, follow-up, and processing of amendments, ensuring alignment with programme requirements and WFP procedures.
  • Contribute to risk identification and mitigation measures in partner management and serve as the Programme focal point for oversight and spot-check exercises in collaboration with reassurance unit, coordinating with CPs to ensure timely implementation, follow-up on findings, and compliance with WFP standards.
  • Contribute to supporting accountability, compliance, and performance monitoring of CPs in line with WFP standards, policies, and programme objectives.
  • Strengthen the capacity of CPs on cross-cutting themes, and support them in translating strategies, policies, and action plans into practical actions that improve food security, nutrition outcomes, and women’s empowerment among target populations.

Gender, protection, inclusion, accountability to affected population (AAP

  • Support mainstreaming of gender, protection, inclusion and AAP across all programme activities
  • Participate in gender, protection, inclusion and AAP assessments for interventions in the refugee camps to ensure do no harm principles and humanitarian standards are upheld across WFP interventions in the five camps near Tindouf.
  • Assist in community engagement and awareness activities (rights, entitlements, feedback channels)
  • Support integration of Protection from Sexual Exploitation and Abuse (PSEA) considerations into programme activities and partner capacity and act as the focal point in the integration and implementation measures across programme activities, including awareness-raising, coordination with relevant units, UN Agencies and partners, ensuring alignment with WFP and inter-agency standards.
  • Contribute to the development and implementation of the Country Office strategy and action plan to mainstream gender, protection, inclusion, and AAP across food assistance, school feeding, nutrition, and resilience programmes in Tindouf.
  • Act as the Programme Unit focal point for the complaint and feedback mechanism (CFM). Contribute to its management in coordination with relevant WFP units and UN partners, provide regular analysis and monthly reports to inform decision-making.
  • Conduct regular field visits in collaboration with the M&E unit to monitor the integration and effectiveness of cross-cutting themes. Ensure that related data, indicators, and impacts are accurately captured, and escalate any identified issues or anomalies to the PPO for action.
  • Compile data and support analysis and preparation of reports in order to support operational decision-making. Identify best practices and weaknesses and provide recommendations.

Use of COMET system (Country Office Tool for Managing (programme operations) Effectively).

  • Ensure timely track of (i) all agreements and field level agreements with partners (ii) food release notes (iii) food and cash distributions (iv) disaggregated beneficiaries (v) achievements vs planned in COMET platform in collaboration with the M&E unit.

QUALIFICATIONS AND EXPERIENCE:


Education: Completion of secondary school education, preferably supplemented with a university degree in Economics, social sciences, project management. Relevant certificates on gender, protection, inclusion, accountability to affected people programming and monitoring will be an asset.


Experience:

  • Minimum five (5) years of relevant working experience in Humanitarian and Development programming including cross-cutting themes.
  • At least five (5) years of progressively responsible experience in programme support, partnerships, or humanitarian/development operations.
  • Experience working with NGOs and/or community-based programmes is desirable.
  • Experience in gender, AAP, or protection-related activities is an asset.

Knowledge and Skills:

  • Database management and analytical skills.
  • Good skills on Microsoft offices: World, PowerPoint, Excel sheet.
  • Good communication and negotiation skills
  • Good understanding of gender equality and women empowerment workstreams.


Language: Fluency in both oral and written communication in English is required. Fluency in Arabic is also strongly required. Being fluent in Spanish and local dialect (Hasaniya) in the refugee camps is an added advantage.
