..Purpose of consultancy:

Supervised by the Cluster Coordinator, the affiliate will prepare Health Cluster analytical reports and visualizations by collecting and consolidating inputs from both the Cluster team and available sources, ensuring that the information analyzed to inform Cluster decisions. The Information Analyst provides validated data, analysis, and visuals.

Background:

Now in its fifth year, the war in Ukraine continues to place severe strain on the national health system, particularly in frontline and border oblasts such as Kharkivska, Donetska, Luhanska, Dnipropetrovska, Zaporizka, Khersonska, Mykolaivska, Odeska, Sumska, and Chernihivska. These areas face ongoing missile strikes and shelling, population displacement, service disruptions, and constrained access to lifesaving care. Since February 2022, nearly 5.6 million people have fled the country, while millions more remain affected inside Ukraine. By the last quarter of 2025, an estimated 6.9 million people were impacted, with 6.8 million requiring humanitarian assistance, predominantly in high-risk locations. Escalating hostilities in 2026, including intensified shelling and drone attacks, have triggered new evacuations in eastern and southern oblasts, further weakening already overstretched local health systems.

Ensuring the continuity of essential health services in these contexts is a central priority of the 2026 humanitarian response, particularly where government access is limited. Health Cluster partners aim to reach the most vulnerable populations, who are disproportionately affected by poor social determinants of health, including limited access to shelter, heating, water, and healthcare.
The Health Cluster serves as a coordination platform bringing together humanitarian organizations, government authorities, and partners to enable an effective and timely health response. Working closely with the Ministry of Health, regional Departments of Health, and the Centre for Disaster Medicine, partners deliver targeted and lifesaving health services where needs are greatest. To guide response planning and advocacy, WHO and the Health Cluster produce key public health information products, such as assessments, situation reports, Public Health Situation Analyses, infographics, and analytical briefs, based on the rapid collection and analysis of qualitative and quantitative data.

Within this context, the Information Analyst plays a critical role in strengthening the Health Cluster’s information management and analytical capacity. By ensuring data quality, conducting trend and severity analyses, and producing high-quality reports and visualizations, the role supports evidence-based operational planning, strategic decision-making, performance monitoring, and accountability across the humanitarian health response in Ukraine.

Deliverables:

  1. Define, collate and conduct trend analysis on quantitative and qualitative data regarding the use of medicines, including OTC kits by health partners.
  2. To support needs assessments and severity analysis during Cluster planning
  3.  Ensure data quality through validation and cleaning processes.
  4.  To produce analytic reports and visualizations on analysed data including medicines and gaps identified at the oblast level.
  5. Contribute analytical inputs (tables, figures, evidence summaries) to strategic documents (HRP, response plans, cluster strategies) as requested.
  6.  To support the compilation of data from partners on reporting both on partner’s interventions in collaboration with the sub-national coordinators.
  7.  To backstop on the verification of attacks of health (in the absence of the focal point) and to update the database accordingly.
  8.  To contribute with inputs into strategic documents (Response Plan, cluster strategies) being developed by the Health Cluster.
  9.  To support tracking of key health indicators and Health Cluster performance monitoring, flagging major changes, outliers and emerging issues for Reporting Officer and Coordinators follow up.
  10.  To backstop production/layout of external information products (when requested/in the absence of the Reporting focal point), using existing templates and cleared content.
  11. To update the monthly consolidated Health Cluster indicator monitoring table and supporting dashboards (table updated monthly by the 29th of each month).
  12.  To produce a bi-monthly “Needs & Gaps” analytical summary brief (1–2 pages) on trends, and key data caveats for reporting use (1 analytical summary produced by the 25th of every second month)
  13.   To produce a report on the use of medicines/OTC kit analysis report based on partner activities every quarter (2 analyses produced by the end of every 3 months (1 in September and another in December 2026).
  14. To produce graphs/charts/maps/infographics to visualize trends for briefs, presentations, and reporting packages in cluster meetings (1 produced bi-weekly, 2 produced in a month).
  15.   To update the attacks-on-health database entries (during breaks of the focal point) and make inputs into PowerPoint presentations layout support for external products (30 verifications completed and updated in the database/month)
  16. To compute the People in Need and people targeted for health as part of the Humanitarian Needs and Response Planning in collaboration with the Health Cluster and UN OCHA for 2026 (1 computation completed by September 2026)

 

Qualifications, experience, skills and languages:

Educational Qualifications: 

Essential: University degree (Bachelor’s) in Statistics or related field (including quantitative and qualitative analysis)

Experience: 

Essential: At least 2 years of relevant experience:

  • Experience in conducting, participating in and analysing survey findings
  • Experience in designing graphic information management products.

Desirable: 

  • Experience and knowledge of in working in the Humanitarian response in Ukraine. 
  • Experience applying knowledge on the respect of humanitarian principles


Skills/Knowledge: 

Essential: 

  • Strong analytical and quantitative skills. 
  •  Proficiency in tools such as Excel, Power BI, Tableau, or similar. 
  • Knowledge of GIS tools (e.g., QGIS, ArcGIS) is desirable.
  • Data visualization and presentation skills (PowerPoint, infographics, Canva/Illustrator) to support reports and public health communication products.
  •  Excellent writing and communication skills. 
  • High attention to detail, accuracy, and ability to work under strict deadlines in fast-paced humanitarian environments.
  • Ability to initiate analyses, propose ideas and drive for results.

 

Languages and level required:

Essential: Excellent written and spoken English and Ukrainian.

Location 

On-site: Kyiv duty station

Travel: 

No travel is anticipated

Remuneration:

Contract total value: USD 19,092.00
Monthly rate, daily rate and numbers of the days: USD 160 per day, USD 3,182.00 per month, 20 working days per month
Consultant pay band range: NOB
Terms of payment: the payment will be on a monthly basis after provision of Technical Report and approval from Responsible Office.
