Organizational Setting and Reporting Relationship
The position of Workplace Management Specialist is assigned to the Workplace Management and Hospitality Division (CSWH) within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to Director, CSWH, oversee junior team members, and work with relevant managers within CSD, technical staff, and outsourced service providers within the CSWH Operations.

Your Role
As a Workplace Management Specialist, you will provide technical and operational management and oversight of outsourced facilities management services, with primary emphasis on hard services, operations and maintenance, and the technical planning and execution of related building services, including relevant soft services such as cleaning and landscaping.

You will contribute to strengthening CSWH's depth in technically led Facilities Management (FM) operations through close management and monitoring of maintenance delivery, service execution quality, operational readiness, and contractor performance across occupied and critical facilities.

You will:
  • Provide technical and operational oversight of outsourced facilities management services, with focus on hard services, Mechanical, Electrical, Plumbing, and Fire Protection (MEPF) systems, critical building infrastructure, and related soft services such as cleaning and landscaping where these affect safety, hygiene, asset protection, and operational continuity.
  • Oversee the planning, execution, and quality assurance of preventive, corrective, and reactive maintenance works. Lead major repairs, shutdowns, replacements, upgrades, and other technically sensitive works to ensure safe, and technical sound delivery.
  • Develop and implement maintenance strategies, work plans, shutdown arrangements, method statements, inspection records, and related documentation following operational requirements and applicable standards. Oversee and quality-assure and control similar actions carried out by service delivery contractors.
  • Manage asset and systems performance by monitoring condition and reliability, identifying recurring defects, operational risks, and maintenance gaps, and recommending corrective actions and service improvements to enhance life-cycle performance.
  • Conduct technical inspections and quality control of building systems and outsourced works to ensure compliance, reliability, and continuity of operations.
  • Provide technical and functional input and validation on technical documents, drawings, equipment data, maintenance records, incident reports, and contractor submissions relevant to FM operations to ensure accuracy, compliance, and feasibility. Prepare high-quality technical inputs, operational updates, and issue summaries to support management decision-making, audits, inspections, and service improvement initiatives.
  • Oversee day-to-day operational performance of outsourced contractors, including work planning, technical execution, service quality, compliance, and on-site coordination, while coordinating with relevant colleagues on procurement or contract matters.
  • Ensure operational integration of hard and soft services to improve work sequencing, access coordination, site readiness, hygiene, and continuity of operations within occupied facilities.
  • Track, escalate, and resolve technical and operational issues, including service failures and non-compliance, through appropriate channels, and support closure of corrective actions.
  • Monitor and ensure compliance with technical, safety, environmental, and operational requirements across FM service delivery, while driving continuous improvement in maintenance planning, technical reliability, safety performance, sustainability, and overall service execution.
  • Support the implementation and maintenance of relevant standards and certifications, including International Organization for Standardization (ISO) certifications, Leadership in Energy and Environmental Design (LEED)-related requirements, and broader sustainability and environment objectives affecting building systems, maintenance practices, environmental performance, and operational compliance.
  • Perform other duties as may be assigned and reflected in your workplan.

Qualifications

You will need:

  • Bachelor's degree in electrical engineering, mechanical engineering, building services engineering, facilities management, or another relevant technical discipline; preferably at post-graduate level or its equivalent

  • Professional accreditation or licensure in a relevant engineering or technical discipline is advantageous.

  • At least 6 years of relevant professional experience managing technical facilities or building operations and maintenance.

  • International experience working in several countries or in multicultural environments

  • Experience in technically led FM operations, including hard services, MEPF systems, outsourced service delivery, and soft-services interfaces such as cleaning, janitorial, or landscaping.

  • Hands-on operational experience in preventive and corrective maintenance planning, technical inspections, work execution monitoring, and resolution of building systems issues.

  • Experience reviewing technical drawings, maintenance documents, method statements, technical reports, operational records, and contractor submissions.

  • Demonstrate technical and analytical skills related to building systems, maintenance operations, service execution, and operational risk identification.

  • Experience planning and implementing technically complex works in occupied facilities with minimal disruption to operations.

  • Exhibit ability to commit to safety, reliability, compliance to ISO standards, and continuous improvement.

  • Experience collaborating with contractors, service providers, technical specialists, or engineering consultants in an operational FM environment.

  • Excellent command of verbal and written communication skills in English.

Additional Information
This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
