Operational in Indonesia for more than 40 years, IOM Indonesia is working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking (CT), Labour Migration and Social Inclusion (LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Governance and Resettlement and Voluntary Returns.
The Resources Management Unit contributes to monitoring and supporting the budgetary financial, human resources and other administrative functions of the mission to ensure high-quality, effective and efficient resources management for the Country Office.
Under the direct supervision of the National Resources Management Officer and the overall supervision of the Head of Resources Management, and in close coordination with relevant units across the organization, the Senior Treasury Associate will support the implementation of treasury functions of the Country Office in compliance with IOM financial rules, procedures, internal controls, and donor requirements, in support of programmes and projects.
1. Check and verify the accuracy and completeness of all payment requests, invoices, and official receipts prior to processing payments for Jakarta and Sub-Offices, with centralized payment procedures correctly applied.
2. Support day-to-day treasury operations, including cash management, bank account monitoring, and support for the processing of payments to staff, vendors, and partners, in line with IOM financial rules.
3. Process and release duly approved cash, cheque, and bank transfer payments for staff and vendors, with all payment requests properly authorized and supported by valid and complete documentation; maintain and monitoring cash advances to support timely clearance, including follow‑up on bank reconciliation open items and mismatches between bank statements and accounting records.
4. Maintain and regularly update records of bank balances in both USD and IDR currencies, prepare cash flow forecasts, and support the preparation of the Mission’s monthly funding requests to support adequate liquidity.
5. Contribute to the preparation and timely closure of monthly financial accounts for the Country Office, in compliance with the accounts closure checklist and internal deadlines.
6. Verify Travel Expense Claims (TEC) prepared by the Finance Assistant (Treasury), review supporting documents submitted by staff, follow up on outstanding TECs, and monitor compliance with IOM rules and regulations.
7. Maintain and update records of staff salary deductions and submit monthly reports to Human Resources in a timely and accurate manner.
8. Maintain and regularly update records related to bank panel signatories for all IOM Indonesia bank accounts, in coordination with relevant approving authorities and banks.
9. Support the implementation of treasury operations in line with IOM policies and donor requirements; provide training and technical support on treasury, travel, and payment procedures; support resources management and project staff, vendors and beneficiaries in understanding relevant processes; and contribute to process improvements and knowledge sharing across the mission.
10. Supervise the staff in reviewing Implementing Partner (IP) expenditures; provide guidance and training to IPs on financial requirements; and review the adequacy and reasonableness of expenditures and supporting documentation in line with applicable agreements and policies.
11. Support the timely reconciliation and recovery of VAT receivables; supervise the work of assigned staff; follow up of outstanding VAT receivables through the Legal and Compliance Unit; and maintain complete and accurate records for audit and accountability purposes.
12. Act as the focal point for treasury-related coordination and compliance support with IOM Treasury policies; coordinate with the IOM Treasury Division (TSY), Central Accounting Services (CAS), and banks on financial and treasury related matters; and in connection with Cash-Based Interventions (CBI), support adherence to established banking requirements for opening and maintaining beneficiary bank accounts.
13. Support the coordination and monitoring of the administrative and financial aspects of CBI, in compliance with IOM policies, donor agreements, and global standards, including supporting the identification and monitoring of appropriate transfer mechanisms and financial service providers; participate in Cash Working Group and other CBI related meetings; and provide inputs to the development of standard operating procedures and related operational processes, in close coordination with colleagues, to support efficient and effective delivery of cash based programming.
14. Maintain efficient filing system of relevant financial and banking documents and contribute to the RMU Knowledge Management site.
15. Perform such other duties as may be assigned by the supervisor.

Education
High school diploma with six years of relevant professional experience.
