The ASEAN Secretariat was established in 1976 by the Foreign Minister of ASEAN with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.
In alignment with the ASEAN Community Vision 2045 and Strategic Plans of the three ASEAN pillars of Political Security Community, Economic Community and Socio-Cultural Community, and ASEAN Connectivity, supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting qualified ASEAN Nationals to apply for the position of Senior Officer ASEAN Connectivity Division.
Remuneration and Benefits:
The successful candidate will be offered a basic salary of USD 3,893 and an attractive remuneration package including housing, outpatient medical reimbursement, hospitalization & life insurance, children’s education and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed-term contract of three (3) years, inclusive of the six-month probationary period. Please note that ASEAN Secretariat Staff shall not be retained in active service beyond the age of 60 years.
- Reporting to Assistant Director ASEAN Connectivity Division, the Senior Officer shall be responsible to:
- Support the Director (DIR) and Assistant Director (ADR) in preparing for and servicing ASEAN Connectivity Coordinating Committee (ACCC) meetings and related meetings/activities including the preparation of meeting/activity documents and papers, as well as in preparing the necessary reports and undertaking any follow-ups post-meeting/activity.
- Provide support to the participation of ASEAN Secretary-General/Deputy Secretaries-General at meetings and events organised by ASEAN and/or ASEAN’s external partners, relevant to issues under the purview of ASEAN Connectivity Division (ACD).

Translate connectivity-related initiatives into concept notes and project proposals, including in consultation with relevant ASEAN Member States, ASEAN bodies, external partners, and/or relevant ASEAN Secretariat divisions.

Provide support to the ACCC including in meetings, engagements, and any other tasks assigned by or related to the ACCC, including participating in meetings/activities organised by other ASEAN bodies or other stakeholders relevant to Connectivity.

Liaise with ASEAN Member States, Dialogue Partners and other external partners, other ASEAN Secretariat divisions, and other ASEAN stakeholders as necessary to accomplish assigned tasks and goals.

Oversee the monitoring and evaluation of ASEAN Connectivity Strategic Plan (ACSP) implementation as a whole, including in ensuring timely identification of issues and providing recommendations to address said issues.

Provide inputs to DIR and ADR on enhancing staff development and performance, both for themselves and their subordinate(s), towards ensuring consistent and continuous improvement in quality of work.

Manage the day-to-day activities and development of staff supervised by this position, in coordination with other ACD staff members as necessary.

Contribute to the ASEAN Connectivity communication content and support outreach activities to create greater awareness of the ACSP.

Perform other duties as assigned by DIR and ADR of ACD

- Advanced (postgraduate) degree in Economics, Sustainable Development, Public Policy, International Relations, Management, or other relevant disciplines, with specialisation or demonstrated expertise in areas related to ASEAN Connectivity (e.g. infrastructure, urban development, supply chain, or digital connectivity), and a minimum of three (3) years of relevant work experience with any work experience in a supervisory or management capacity being an advantage; OR a Bachelor's degree in one of the indicated relevant disciplines with a minimum of five (5) years of relevant work experience with any work experience in a supervisory or management capacity being an advantage.
- Proven project management experience, including the ability to plan, execute, and monitor multi-stakeholder projects from initiation to completion, with strong problem-solving skills and a track record in the development of policy papers or concept notes, with proven accuracy under pressure and adherence to deadlines.
- Ability to develop and maintain sound working relationships within the ASEAN Connectivity Division and the ASEAN Secretariat as a whole, as well as with a diverse range of stakeholders relevant to the work on ASEAN Connectivity.
- Ability to motivate staff, identify staff training and development needs, and to deliver both formal and on-the-job learning that fosters career growth.
- Strong oral and written communication and interpersonal skills, with excellent command of the English language, and experience in cross-cultural and international settings.
- Proficient in digital tools including Microsoft Office and proven ability to leverage AI and other emerging technologies to enhance productivity and work quality.
- Demonstrated continuous personal/professional development through actively seeking formal/informal training and self-learning to keep up with evolving trends and learn new skills.
